Work Order Template This Work Order incorporates by reference in the AM STER JOB ORDER CONTRACT FOR ENGINEERING SERVICES (SMALL PROJECTS) between HDR Engineering, Inc of the Carolinas and Town of Cramerton, dated as of March 1, 2020 ("Master Agreement'). All capitalized terms used herein and not otherwise defined shall have the meanings set forth in the Contract 1. Purpose: The Town of Cramerton maintains a municipal separate storm sewer system (MS4) permit with the North Carolina Department of Environment Quality (NCDEQ) for the purposes of legally discharging stormwater to the waters of the United States. The Town strives to improve compliance with the MS4 permit conditions and requires updating of their stormwater management plan (SWMP) to reflect current performance and provide necessary documentation regarding procedures and SWMP objectives. HDR is being contracted to assist the Town in developing: • control measures plans that detail out current best management practices (BMPs), measurable goals, schedules for implementation and annual reporting metrics • procedures documents for maintaining Town facilities and systems free from pollutants by establishing frequencies for activity, schedules for implementation, and standard documentation • an updated SWMP utilizing NCDEQ's template. The effect of these services and deliverables will provide the Town staff with local and specific guidance for managing their MS4 and complying with the permit. 2. Services: Contractor will provide the following Services to Town: Task 100 — Control Measures Plans Development Purpose The Town needs detailed control measures plans as a reference for complying with the MS4 permit on a routine basis. HDR will develop a control measure plans for the Public Education and Outreach, Public Involvement and Participation, Illicit Discharge Detection and Elimination, Construction Site Runoff, and Post Construction Stormwater Management. These controls measures plans will specifically identify the BMPs and their measurable goals, reporting metrics, documentation, roles, communication, location, and frequency and timing for conducting. Control measures plans will be used to populate the Storm Water Management Plan (SWMP) Sub -Tasks 1. HDR will submit the draft Public Education and Outreach Plan to the Town and meet with the Town through monthly meetings to receive comments. HDR will finalize the Public Education and Outreach Plan. 2. HDR will submit the draft Public Involvement and Participation Plan to the Town and meet with the Town through monthly meetings to receive comments. HDR will finalize Public Involvement and Participation PIan. 3. HDR will develop a draft Illicit Discharge Detection and Elimination PIan focusing on the dry weather screening and inspection and enforcement of found or report illicit discharges. HDR will submit the DocuSign Envelope ID: 11773C37-A2F1-43DC-8F99-81DED8DAC139 draft Illicit Discharge Detection and Elimination Plan to the Town for review and meet with the Town through monthly meetings to receive comments. HDR will finalize Illicit Discharge Detection and Elimination Plan based on Town comments. 4. HDR will develop a draft Construction Site Runoff Plan focusing on the delegation of these services with Gaston County but with improvements to coordination, documentation and Town involvement on inspection. HDR will submit the draft Construction Site Runoff Plan to the Town for review and meet with the Town through monthly meetings to receive comments. HDR will finalize Construction Site Runoff Plan based on Town comments. S. HDR will perform an evaluation and risk assessment of fecal coliform and other bacteria contamination of runoff to the MS4 to understand the level of risk reduction and pollution prevention strategies the Town needs. HDR will document these strategies in a memorandum and incorporate BMPs into the Post Construction Stormwater Management Plan based on Town comments. 6. HDR will develop a draft Post Construction Stormwater Management Plan focusing on the delegation of these services with Gaston County but with improvements to coordination, documentation and Town involvement on inspection. HDR will submit the draft Post Construction Stormwater Management Plan to the Town and meet with the Town through monthly meetings to receive comments. HDR will finalize Post Construction Stormwater Management Plan based on Town comments. Assumptions 1. Drafts of the Public Education and Outreach and Public Involvement and Participation Plans were developed in a previous task order. 2. HDR is scoped to receive one set of comments by meeting or correspondence and incorporate them into a final version. Deliverables • Public Education and Outreach Plan • Public Involvement and Participation Plan • Illicit Discharge Detection and Elimination Plan • Construction Site Runoff Plan • Post Construction Stormwater Management Plan • Fecal Coliform Risk Assessment Document Task 200 — Procedures Documents Development Purpose The Town needs to develop procedures documents for a set of facilities that establish frequencies, schedules, and standard documentation of what is being performed and managed to reduce the risk of discharge of pollutants. These documents may also include training, inspection, and maintenance needs. HDR will assist the Town in developing several procedures documents for managing Town owned and operated facilities. HDR will develop a high-level procedures documents for the Town's facilities including the parks, greenways, fire station, Town Hall, Public Works, and Parks and Recreation facility. The document is intended for the permit responsible person at the Town to oversee and guide facility managers. 2. HDR will develop a similar procedures document for managing and operating the Town's MS4. 3. HDR will develop a similar procedures document for managing Town applied and used chemicals, such as pesticides, herbicide, fertilizers, equipment wash liquids, and fire fighting materials. 4. HDR will develop a similar procedures document for managing and maintaining Town owned vehicles and equipment. 5. HDR will develop a similar procedures document for managing and maintaining Town owned impervious surfaces, such as streets, parking lots, and facility yards. 6. HDR will compile and review existing spill prevention and response plans for Town facilities and make recommendations for these documents. Assumptions 1. Individual facility operation and maintenance documents are assumed to exist or be developed by facility staff that can feed into the facilities' procedures document. For example, HDR is not proposing to develop a site -specific pollution prevention plan for the Public Works facility rather a high-level document for the permit responsible person to use in directing and overseeing MS4 permit compliance. 2. The procedures documents will have specificity about facilities but not be a stand-alone document for each facility. This approach imparts oversight and organization accountability to the permit responsible person as opposed to facility managers. Furthermore, it focuses on activities that may be performed at various facilities or even in the public by various department leads. In the future, the Town may consider organizing and transitioning this responsibility to facility managers or department leads and developing site- or activity -specific plans. 3. HDR will not develop a procedures document for managing and operating Town -owned SCMs as required by the MS4 permit since the Town does not currently have any SCMs. Deliverables • Procedures document for Town facilities • Procedures document for MS4 • Procedures document for chemicals • Procedures document for Town vehicles and equipment • Procedures document for Town impervious surfaces (i.e. pavement) DocuSign Envelope ID: 11773C37-A2F1-43DC-8F99-81DED8DAC139 3. Fees • Tracked changes of spill plans or memo of recommendations Task 300 — Permit Documents Purpose HDR will assist the Town in compiling and reviewing annual assessments and updating their SWMP. Sub -Tasks 1. HDR will assist the Town in drafting a new SWMP in the fall of 2021 ahead of the Town's audit in 2022. The proposed BMPs from the control measures plan and input them into NCDEQ's template SWMP. HDR coordinate with the Town to identify and develop the other necessary content for the SWMP. Assumptions 1.
