PURPOSE OF TODAY'S MEETING
The purpose of today's meeting is to discuss proposed hydraulic structures, lengths, and
alignments. Concurrence on bridge locations and lengths (Concurrence Point 2A) will be
requested.
PROJECT DESCRIPTION

TIP Project R -2511 has been included in the 2012 -2018 North Carolina State Transportation
Improvement Program (STIP) as the widening of US 17 to a multi -lane facility from north of
NC 171 'to the existing multi -lanes south of Williamston in Beaufort and Martin Counties. The
project location is shown on Figure 1.
PROJECT PURPOSE
The purpose of the proposed project is to alleviate congestion and improve the level of service
along US 17, and in doing so, improve safety to the route.
PROJECT SCHEDULE /COST
A citizens informational workshop for the subject project was held on November 24, 2009 in the
Macedonia Christian Church in Bear Grass. Wetland delineations, protected species surveys and
historic architecture surveys were recently completed for the project. Concurrence Point 2
(Alternatives to be studied) was reached in February 2011.
Right of way acquisition for the project is scheduled to begin in fiscal year 2019 and construction
is scheduled to begin in 2022 in the draft 2013 -2023 NCDOT Program and Resource Plan.
The cost estimate for the project included in the draft Program and Resource Plan is
$71,400,000. Of this total, $16,000,000 is estimated for right of way acquisition, $51,000,000 is
estimated for construction and $4,400,000 is estimated for utility relocation.

ALTERNATIVES UNDER CONSIDERATION
The project proposes widening US 17 to a four -lane divided roadway throughout the study area.
The proposed design speed is 60 mph. Proposed right of way for the project is approximately
220 feet. Partial control of access (one access per parcel) is recommended for the entire length
of the project. All intersecting roadways will cross US 17 at- grade. No grade separations or
interchanges are proposed.
The NEPA/404 merger team concurred on the alternatives to be studied in detail at a merger
team meeting held on February 17, 2011:
The alternatives studied in detail for each section are listed below:
Section 1 - West side widening
Section 2 - West side widening
Section 3 - East side widening
Section 4 - West side widening and avoid hatchery
Section 5 — East and West side widening **
Section 6 — East and West side widening **
Section 7 -West side widening
Section 8 - East side widening
Section 9 — Best Fit
*For Section 4, both west side widening for the entire section and west with a shift to avoid
Griffin's Hatchery (National Register Eligible) were studied.
** Both east side and west side widening were examined in Sections 5 and 6 in order to
determine the "best -fit" alignment.
Each alternative is shown on Figure 2, Sheets 1 -12. Table 1 on the following page presents a
summary of the impacts and costs of the alternatives. Changes in impacts from the January 2011
Concurrence Point 2 meeting are due to recalculations due to preliminary design. Table 2
presents hydraulic structure requirements for the alternatives. Impacts to wetlands, streams and
open water within the project area are shown in Tables 3, and 4.
