HomeMy WebLinkAboutR-2574 (4)F CONCURRENCE POINT 1 - PURPOSE AND NEED US 158 (SHORTCUT ROAD), FROM EAST OF NC 34 (SHAWBORO ROAD) AT BELCROSS TO NC 168 (CARATOKE HIGHWAY) CAMDEN - CURRITUCK COUNTIES TIP PROJECT R -2574 SEPTEMBER 19, 2013 PURPOSE OF TODAY'S MEETING The purpose of today's meeting is to discuss the purpose of and need for the proposed project. Concurrence will be requested on purpose and need (Concurrence Point 1). If the merger team agrees to Concurrence Point 1, the alternatives to carry forward (Concurrence Point 2) may also be discussed. PROJECT DESCRIPTION TIP Project R -2574 is included in the 2012 -2018 North Carolina State Transportation Improvement Program (STIP). The project extends from NC 34 at Belcross in Camden County to NC 168 in Currituck County, a distance of approximately 10.6 miles. (Figure 1) PROJECT PURPOSE The purpose of the proposed project is to improve mobility and,,increase the roadway carrying capacity of US 158 in the project area to support both regional transportation needs and hurricane evacuation requirements. PROJECT BACKGROUND Project development studies for the project began in 2011. A citizens informational workshop was held for the proposed project on January 23, 2012. Approximately 50 people attended the workshop. Several comments were received in favor of the project. Other comments were received from citizens concerned about their property and right of way. PROJECT SCHEDULE /COST The right of way acquisition and construction schedule for the project in the draft 2013- 2023 NCDOT Program and Resource Plan is currently: Begin Right of Way Acquisition: State Fiscal Year 2020 Begin Construction: State Fiscal Year 2023 The most recent cost estimate (September 2011) for TIP Project R -2574 is: Construction: $82,500,000 Right of Way: $40,600,000 Utility Relocation: _$1,400,000 Total Cost: $124,500,000 TIP Project R -2574 NEPA/404 Merger Team Meeting Concurrence Point 1 September 19, 2013 Page 2 of 4 NEED FOR PROJECT US 158 is currently a two -lane roadway from NC 34 at Belcross to NC 168. The proposed project is intended to address the following needs: • US 158 is a vital artery in moving people and goods through North Carolina, connecting,northern North Carolina and Virginia with the northern outer banks region of North Carolina. • Under current traffic conditions, US 158 from NC 34 at Belcross to NC 168 operates at a Level of service (LOS) D. • If no improvements are made, the segment of US 158 will operate at capacity (LOS E) in 2035. • US 158 in the project area is a hurricane evacuation route. If the NCNA Border Traffic Control Plan is implemented, US 158 is the only evacuation route available for some parts of Currituck and Camden Counties. Regional Connectivity US 158 extends from Mocksville in Davie County to US 64 in Dare County, passing through most of the northern border counties of North Carolina. US 158 connects Winston - Salem, Reidsville, Roxboro, Henderson, Roanoke Rapids and Elizabeth City with I- 85,1 -95, the Outer Banks and southern Virginia. US 158 from Winston -Salem to US 64 in Dare County is an intrastate corridor. Strategic Highway Corridor Number 37 follows US 158 from Winston -Salem to Kitty Hawk/Nags Head. The vision for this strategic corridor is an expressway. Camden and Currituck Counties are both fairly rural counties. Most of the development in the surrounding area is at the coast or in the Elizabeth City area. In the project area, (Figure 2) US 158 is the only east -west facility in Camden and Currituck Counties. The subject section of US 158 provides access to Elizabeth City for residents of the two counties. Many residents of Camden County travel to Elizabeth City for shopping or work. Traffic Capacity Currently (2012) traffic volumes along US 158 in the project area range between 5,500 and 9,100 vehicles per day. In the year 2035, volumes along US 158 are expected to range between 12,000 and 17,200 vehicles per day (Figure 3). Trucks make up approximately 7 percent of daily traffic. Current and future traffic volumes for the subject section of US 158 are shown on Figure 3. Currently (2012), the subject section of US 158 is operating at LOS D. By the year 2035, without improvements, this section of US 158 will operate at LOS E. 2 TIP Project R -2574 NEPA/404 Merger Team Meeting Concurrence Point I September 19, 2013 Page 3 of 4 Hurricane Evacuation As stated previously, US 158 in the project area is a hurricane evacuation route (Figure 4). North Carolina General Statute 136 -102.7 specifies that the hurricane evacuation standard to be used for any bridge or highway project is 18 hours. This evacuation time is measured from when the first evacuating vehicle begins to leave until the last evacuating vehicle reaches I -95. This evacuation standard was recommended by State emergency management officials following completion of the 2005 NCDOT Hurricane Evacuation Study. The 18 -hour evacuation goal is for the scenario of a Category 3 hurricane and a 75% occupancy rate for area hotels and rental properties. US 158 from Barco to Belcross plays a very important role in hurricane evacuations under normal circumstances both for the existing and future study years. NC 168 into Virginia is also an important evacuation route. However, traffic on NC 168/Virginia 168 would have to travel through the Virginia Beach/Norfolk area and then head inland during a hurricane evacuation. Virginia officials have expressed concern that the addition of traffic from North Carolina will make evacuating the Virginia Beach/Norfolk area more difficult. In response to this, the NC/VA Border Traffic Control Plan has been developed. This plan calls for the closing of NC 168 at the border and redirecting evacuating traffic onto US 158 in cases where traffic evacuating from North Carolina would hinder the evacuation of the Virginia Beach/Norfolk area. In the case of a major hurricane with the NC/VA Border Traffic Control Plan implemented, US 158 will play an especially important role in an evacuation. The table below presents the anticipated evacuation clearance times for the current year (2013) and the design year (2035) both with and without implementation of the NC/VA Border Traffic Control Plan. Implementation of the border traffic control plan doubles the evacuation times for US 158 in the project area. TIP Project R -2574 NEPA/404 Merger Team Meeting Concurrence Point 1 September 19, 2013 Page 4 of 4 Accident Data Accident data was obtained for this portion of US 158 from NC 34 in Camden County to NC 168 in Currituck County for the time period between July 1, 2008 and June 30, 2011. - 76 crashes (none fatal) were reported along this section of US 158. - Night crashes comprised approximately 33% of all crashes. - Wet crashes accounted for approximately 15% of all crashes. The non -fatal injury accident rate for the subject section of US 158 is higher than the statewide average for two -lane rural US routes, while the total accident rate is lower than the statewide average. Area Projects: Other nearby projects are listed below and shown on Figure 5. • R -2414 - US 158 from Elizabeth City to East of NC 34. Project involves widening US 158 to multilanes. Connects to R -2574. Project is under construction. • R -2576 Mid Currituck Bridge. ROD approved March 2013, right of way acquisition and construction scheduled to begin in fiscal year 2014. K -4700 — Proposed new rest area near US 158/NC 168 intersection. Right of way acquisition is underway, construction is scheduled for fiscal year 2018.
