Over a week ago, I received their request to conduct cutterhead dredging until April 30. I plan to send out an amended Public Notice that will extend the commenting period an additional 15 days (will make it Feb. 28, 2 extra days). Specifically, November 16 through April 30. As a part of the original permit application, the Town proposed to adhere to the most restrictive environmental dredging window of November 16 through March 31 under the impression that dredge contractors could complete the project within that time. Resent consultations with contractors to perform the requested modification (construction of Phase III and V in tandem) have resulted in concerns to complete the project within the current time restriction. For this reason we cordially request the permit modification to construct Phase III and /or V (as described in the letter dated December 20, 2013) also include the authorization to construct the project with the November 16 through April 30 environmental dredging window. Attached is the updated Addendum to the 2013 Supplement to the Biological Assessment with the corrected dates reflecting the desired environmental dredging window. We appreciate your consideration of this modification and would be available to discuss these issues anytime.
