Good morning -
Our office recently issued a Public Notice on January 10th (with a February 11th commenting
deadline) regarding the NT13ch's request for a permit modification (combining Phase 3 & 5).
Over a week ago, I received their request to conduct cutterhead dredging until April 30. I
plan to send out an amended Public Notice that will extend the commenting period an
additional 15 days (will make it Feb. 28, 2 extra days). If you had planned to submit
comments with the 11th in mind, you will now have until the 28th.

Re: Notification of Modifications to the Proposed New River Inlet Channel Realignment &
Beach Restoration Project
Dear Mr. Sugg:
On behalf of the Town of North Topsail Beach (Town), I would like to request that as a part of
the current modification to the Town's existing permit, the addition of authorization to construct
the project during the typical environmental dredging window applied to projects utilizing a
hydraulic pipeline dredge. Specifically, November 16 through April 30.
As a part of the original permit application, the Town proposed to adhere to the most restrictive
environmental dredging window of November 16 through March 31 under the impression that
dredge contractors could complete the project within that time. Resent consultations with
contractors to perform the requested modification (construction of Phase III and V in tandem)
have resulted in concerns to complete the project within the current time restriction. For this
reason we cordially request the permit modification to construct Phase III and /or V (as described
in the letter dated December 20, 2013) also include the authorization to construct the project with
the November 16 through April 30 environmental dredging window.
Attached is the updated Addendum to the 2013 Supplement to the Biological Assessment with
the corrected dates reflecting the desired environmental dredging window.
We appreciate your consideration of this modification and would be available to discuss these
issues anytime.
