On behalf of Caterpillar, Inc. (applicant), please find attached a complete application and supplemental
information requesting written concurrence from the US Army Corps of Engineers (USACE) that the activities
associated with the proposed development of the Caterpillar site (Project) may proceed under Nationwide
Permits (NWPs) 39 and 18 and General Certifications 4263 (GC4263) and 4139 (GC 4139), respectively. The
NWP 39 is proposed to be utilized for building construction and the NWP 18 for a stormwater SCM.
Project Purpose and Location
The Project includes development of the Caterpillar Warehouse Logistics facility. The +/-17.25-acre tract is
located at 5000 & 5008 Womack Road, north of Sanford, in Lee County. The coordinates of 35.5455°N,
79.1705°W generally correspond to the center of the Site.
Protect Detail
The proposed Project consists of expansion of the existing Caterpillar Logistics facility. Municipal sewer and
water are available to the site.
Access to the Site will be provided via Womack Road and Oak Park Road along the northwest border. Heavy
equipment typically used for utility installation projects (e.g., backhoes, bulldozers, etc.) will be utilized.
No federally threatened or endangered species are listed to occur within 1 mile of the Project according to the
NC Natural Heritage Program (NHP) Database (see attached report dated October 11, 2021).
The Site itself is not listed as a historic property and there are no properties located within 1.0 mile of the Site
based on a query of the North Carolina State Historic Preservation Office (NCSHPO) database. Figure 4 depicts
the search radius relative to the Site.
Project History
The site is primarily undeveloped and mostly wooded. Surrounding areas are mostly wooded with development
consisting of industrial and pharmaceutical facilities. Mr. Sean Clark of Sage Ecological Services, Inc., performed
a wetland and stream delineation. PJD request materials are attached to this application.
Avoidance and Minimization
Impacts to streams and wetlands have been carefully considered to reduce permanent impacts to the maximum
extent practicable. This project has been designed to meet purpose and need while avoiding and minimizing
impacts to onsite natural resources to the greatest extent practicable. There are 0.94 acres of onsite wetlands,
of which only 0.288 acres are proposed to be permanently impacted. There are 880 linear feet of stream onsite,
of which none are proposed to be permanently impacted. Construction fencing will be used to define the

construction corridor and prevent any accidental additional impacts, while silt fencing will be installed to provide
additional protection from runoff.
Protect Impacts
Proposed project impacts included 0.19 acre of wetlands under NWP 39 (GC4263) and 0.09 acre of wetlands
under NWP 18 (GC4139). There are no proposed stream impacts.
Mitigation
Permanent wetland impacts of 0.288 acre of riparian wetland will be mitigated through purchase of credits from
the North Carolina Division of Mitigation Services.
