Impact Justification and Mitigation 1. Avoidance and Minimization 1 a. Specifically describe measures taken to avoid or minimize the proposed impacts through project design: The applicant has designed the proposed development to avoid impacts to the wetlands on the site and the remainder of the streams. The road crossings have been designed as narrow as practicable to minimize impacts to the streams. Head walls and endwalls are being used to minimize impacts. The remaining roads, lots, utilities and septic fields have been designed to avoid additional impacts to jurisdictional areas. 1 b.
