4. Project Description and History
4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: *
The project is located within William B Umstead State Park in the southwestern portion of the park. The section of Company Mill Trail that will be rerouted is bordered by Crabtree Creek to
the north and a quarry to the west. Land use is recreational (hiking trails), disturbances are kept to a minimum, and the new trail alignment will be entirely within a Dedicated Nature
Preserve section of the Park.
4b. Have Corps permits or DWR certifications been obtained for this project (including all prior phases) in the past?
Yes No Unknown
4f. List the total estimated acreage of all existing wetlands on the property:
4g. List the total estimated linear feet of all existing streams on the property:
4h. Explain the purpose of the proposed project: *
Approximately .75 miles of the Company Mill Trail will be rerouted from it's current alignment due to erosion and visitor safety concerns. The park has experienced substantial visitation
increases throughout the pandemic, causing the Company Mill trail to widen approximately 15 feet from constant usage. The trail tread is now down to exposed tree roots and highly
compacted soil that is beginning to cause runoff and erosional concerns.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: *
The new alignment will follow the slope of the contours and eliminate fall line trails. Trail and stream crossings will be constructed with hand tools to limit soil disturbance. Gravel stream
crossings will span the streambed and left/right banks for armoring to protect streambanks and avoid siltation.
5. Jurisdictional Determinations
5a. Have the wetlands or streams been delineated on the property or proposed impact areas?*
Yes No Unknown
Comments:
5b. If the Corps made a jurisdictional determination, what type of determination was made?
Preliminary Approved Not Verified Unknown N/A
Corps AID Number:
5c. If 5a is yes, who delineated the jurisdictional areas?
Name (if known):

6. Future Project Plans

61. Comments:
Stream bed and banks will be graveled below grade to allow adequate stream flow and protect approach areas from foot traffic. Trail will be an earthen
path 2-3' wide and no trees will be removed within the buffer.
E. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
Trail will be constructed with hand tools and manual labor to keep heavy equipment out of buffer. Gravel will be placed below stream bed elevation to
allow proper stream flow. Banks will be graveled to protect them from constant foot traffic.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
All other drainages and wet areas were avoided. Only 2 crossings remain on this section of trail. Trail will be a maximum 3' wide and open to hiking/foot
traffic only.
2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State
2a. Does the project require Compensatory Mitigation for impacts to Waters of the U.S. or Waters of the State?
Yes No
2b. If this project DOES NOT require Compensatory Mitigation, explain why:
F. Stormwater Management and Diffuse Flow Plan (required by DWR)
1. Diffuse Flow Plan
1a. Does the project include or is it adjacent to protected riparian buffers identified within one of the NC Riparian Buffer Protection Rules?
Yes No
What type of SCM are you providing?
Level Spreader
Vegetated Conveyance (lower SHWT)
Wetland Swale (higher SHWT)
Other SCM that removes minimum 30 % nitrogen
Proposed project will not create concentrated stormwater flow through the buffer
2. Stormwater Management Plan
2a. Is this a NCDOT project subject to compliance with NCDOT's Individual NPDES permit NCS000250?"

Company Mill Trail has experienced severe erosional issues due to increased visitor traffic during the pandemic. Re-routinc
this section will return the trail to an average 2-3' width, where in most areas foot traffic has widened the trails to 15+ ft.
