From my email requesting additional information:
"I have discussed your permit application further with an engineer at our Central Office, and she has asked me to
confirm a few details with you, since "Authorization to Construct Only" projects are a bit more complicated than
most other permits that come through the FastTrack process.
First, she asked me to make it very clear that because this permit is a zero flow request, the City of Greensboro, as
the applicant, will be required to submit a modification application with fee prior to making any connections or
commencing any tributary flow. Failure to do so could result in enforcement by the DWR.
Next, I will need a bit more detail justifying this type of "dry line" extension. It was written in the narrative that this
project is intended to "support development of the Camp Burton Road Basin...to accommodate future flow for the
undeveloped portions of the sewer basin". If you could please add to this narrative a justification for building such a
large portion of infrastructure now, compared to waiting until it's actually needed, that would help in the process of
reviewing this request.
Finally, I will need the following few pieces of logistical information:
• Clarification as to when the permit modification to incorporate flow is expected to be made, including the
expected/estimated flow
• A detailed plan to ensure that no one ties into the line without a permit, and descriptions of how it will be
valved off from the system to prevent any introduction of wastewater
• A copy of the design plans showing the dry line and its relative position to any other sewers, including
valves or plugs (per above comment)"
Takeaways and action items:
• National Guard facility will be providing the first source of flow
• Both projects (NG site and CB sewer) are slightly behind schedule, but both will be finished
within six months of one another
• Project will replace four existing pump stations in the Camp Burton area as it sits at a low point
and everything will be tied in by gravity (long term project)
• Future projections of 10 MGD — area is ripe for development
• Dual wet well station design — can use both sides of split; will use smaller box to collect flow and
transfer to the force main until influent flows increase
• Working with the DOT to transfer their currently septic -tied wastewater into this line
• Plugs (design to come in email) — everything dry will be plugged. Manholes terminate at a
connection point. Plugs will not be placed at the NG site (unless required by state) due to
concurrent finishing of these projects.
• Clarification needed at request of Ms. Stewart: why does this lift station need to be permitted
with zero flow in the first place? Previous projects with lift stations were permitted with gravity
sewer connecting. Could we split this application into multiple projects and avoid zero flow
permitting altogether? If not, how do we ensure that communication continues and re -
permitting is timed properly to connect the flow (when can/should mod application be
submitted) ?
