The North Carolina Deparirneni of Transportation (NCDOT) is proposing to replace the subject bridge:
The purpose of the project is to replace a functionally obsolete 21" L x 20.1' W sizxgle s�an timber
bridge with a new 23' W by 5.5' H reinforced concrete bottomless culvert. An of� site detour will be
used to convey traffic during construction. The project will also include some minar a}�proach woric on
t�he existing roadway.
I azn enclosing a PCN application, Stormwater Managernent Plan, plan sheets showing the proposed
work, a USGS quad map, and photographs.
The Narth Carolina Natural Heritage Database was c�ecked for recards of threatened and endangered
species. The daiabase Iists no species for Alamance County t3ia� have federal status. The Bald eagle is
protectec� in every county in North Carolina under the Bald and Golden Eagle Protection Act. No
suitable feeding/vvater source is located within 1 mile of the project stuay ar�a to support Ba�d eagle
habitat.
This project was reviewed by NCDOT's Human Envirorument Unit in 20i2 for potential affects to
historical arclaitecture and archaeology. It was determined that no survey was required for historical
architecture ar archaeological resources.
NCDOT best managernent practices {BMPs) vailI be used to minirnize and control sedimentation and
ez�osion. The construction foreman will review the BMPs daaily to ensure erosion and sedimentation is
being effectively controlled. If the foreman determines the devices are not functioning as intended,
they wi11 be replaced immediately with better devices.
Ympacts to Waters of the United States
North Prong Rocky River (DWR Class: WS-III} is shown on the USGS topographic map as a perennial
stream. The channel is well defined with a subst�rate primarily composed of sand, silt, and graveI and is

approxixnately seven to eight feet in width. North Ptong Rocky River flows approximateIy six miles
where it runs info Siler City Water Supply Number One. Rocky River then flows 31 miles to its
conflvence with the Deep Ri�er, and t�en the Deep River flows six more miles ta its confluence with
the Cape Fear River. The Rocky River meets �ae defmition of a Traditional Navzgable Water. For these
reasons, we believe North Prong Rocky River is a Relatively Permanent Water and is under tlie
jurisdiction of the U.S. Army Corps of Engineers. In arder to construct the project, it will be necessary
to impact watars of the United �tates in the Cape Fear River Basin (H[JC U3030003}. SpecifcaIly,
NCDOT is request.�ng to replace Bridge No. 152 with a reinfarced concrete bottornless cuZvert. The
irnpacts are listed in the table below:

construction area. The old bridge wiil be removed. The proposed stucture will be replaced on its existing alignment. The new
cul�ert structure wiEl be a reinforced concrete bottamless culvert with a width of 23 feet and a height of 5.5 feet. The channel
will be exca�ated and realigned for [ow flow shaping and a floodplain bench with stabilization uvEll be established on each bank.

project is to remove and repiace a structurally deficient bridge and replace it with a bottomless cul�er#. Roadway approach
work is minimized as much as is practicaE to reduce the o�erall project footprint. An aff-site detour will be employed to avoid
the need for a temporary parallel structure. Bank stabi�ization will be minimized to those areas where deemed necessary.

Per the NC DWQ Aprii 10, 2004 Version 2.1 Curnulati�e Impacts policy, smal! scale public transportation projects — such
as widening projects, bridge replacements and intersection impro�ements — have a"law potentiai for cumulati�e impact
since iittle (if any) new impervious surFace is added and the projects are usually in already developed iocales." This
proposecf pro�ect is within a somewhat de�eloped landscape {i.e. existing residential homes in the �icinity), this is not a
ro�d on a new location (i.e. tf�ere is an existing road and bridge structure and thus, the area aEready contains impervious
