Project setting
Bob Childes, on behalf of Bridgeton Marine, LLC, has requested the attached
application be processed under the Express Permit Review Program, for upgrades to the
existing Bridgeton Boat Works commercial facility. The ±2.3 acre project site is located at
103 "D° Street off US 17 in the Town of Bridgeton on the Neuse River in Craven County,
North Carolina. Bridgeton Boat Works is a full service boat storage and repair facility with
an existing travel lift and boat ramp. The site is comprised of 2 lots (0.96 and 1.34 acres)
and is currently developed with a large boat repair building, an office building, 2 smaller
buildings, paved parking, a large concrete pad adjacent the repair building, and gravel
between the paved area and the river. A chain link fence surrounds the entire site.
Additional development on the site includes a travel lift double pier structure projecting
±115' into the Neuse River, a concrete boat ramp between the travel lift piers, and riprap
along the southern half of the property. The remainder of the site is vegetated with upland
grass.
The site is bordered to the upstream (north) by an undeveloped lot with some riprap
along the shoreline and the remnants of an old pier, and is vegetated with several pines,
hardwoods, and upland grass. The old approach and bridge abutment for the previously
existing US 17 bridge borders the property on the downstream (south) side.
The site is ±5' above the normal water level (NWL). The Estuarine Water of the
Neuse River at the project site is classified as SC; Sw, NSW by the Environmental
Management Commission and is closed to shellfishing at the project location.
Project description
The applicant proposes to remove the existing travel lift piers and concrete boat
ramp, and construct 2 new travel lift piers 4'8" wide by 155' long. The existing water depth
at the end of the proposed travel lift piers is 6' to 7' feet below the NWL. A 14' wide by 33'
long (below the NWL) concrete boat ramp is proposed on the downstream (south) side of
the travel way to accommodate a hydraulic trailer used to launch and retrieve catamaran
and tri -hull sailboats. The water depth at the end of the proposed ramp is 3' below NWL
which is sufficient for the shallow draft catamarans and hydraulic trailer so no dredging is
required for this project. A 14' wide by 40' long concrete approach ramp is proposed over
existing impervious surface. The applicant proposes to install a sheet pile coffer dam
around the proposed boat ramp location (30' wide by 80' long) as a- temporary impact in
order to install the ramp "in the dry".
A 5' wide by 300' long pier is proposed along the downstream (south) side of the
travel way and 4 slips are proposed accessed by three - 3' by 20' finger piers. A total of 5
tie pilings will be installed for the slips. The existing water depth at the location of the
proposed slips is 5'-6' below the NWL. The project as proposed will result in a total of 4

permanent slips. A 155' long wave attenuator (wooden breakwater) is proposed along the
outer side of the slip area as well as the downstream side. The wooden breakwater will be
constructed 6 feet off the proposed docking facility with 8 inch batter boards attached on
the horizontal with 3 inch gaps between the boards and will have a minimum clearance of
3' above the bottom substrate measured at NWL. The applicant is requesting the
breakwater be constructed 6 feet off the docking facility to prevent boaters from using the
outside of the pier as a mooring area.
Anticipated impacts
The project as proposed will result in the shading of 3,182.7 ftz of river bottom
associated with the pier and slip installation including the breakwater, as well as the repair
and lengthening of the travel way pier system. Approximately 462 ftZ of bottom will be filled
with the installation of the new boat ramp. No new impervious surface is proposed with
this project. The project will result in localized turbidity as a result of the construction activities.

On behalf of our client, Bridgeton Marine, LLC, we submit t6 el enclosed CAMA application and
drawings for your review under the express permitting program.
The Bridgeton Boatworks project described in the application�,and depicted in the drawings
proposes to replace an existing travel lift rail system and existing boat ramp, Arid create four boat slips.

The upland portion of the project site is almost entirely impervious, with,ground cover consisting of
buildings, asphalt and cement concretes, clean and partially grass - covered compacted gravel. The
buildings on the project site are most widely remembered as the Harvey Brothers restaurant, automobile
and truck service station, and boat service facility.
The only proposed upland work involves resurfacing an area immediately landward from the
proposed travel lift and boat ramp to createla boat wash%pad., Minor grading will be performed so that
the pad will drain internally into a storage',tank in order to capture any sediment created during vessel
washdown. t

The Bridgeton Boatworks site is located at 103 D Street in the town of Bridgeton, NC and is immediately
north of the property where the previous Neuse River Bridge met the shoreline and on the east bank of
the Neuse River. The primary Neuse River channel is located approximately 4,900 feet south and across
the river.
The project site was previously developed with buildings-and _ paved areas that have been utilized as a
restaurant, automobile and truck repair service statibh,and boat repair facility. There are existing boat
travel lift rails, an existing boat ramp, and various shoreline siabiiization methods onsite.
The project redevelopment proposes to remove and replact the existing • travel lift rails and boat ramp.
The proposed travel lift rails will be constructed so that they are at least 15 feet away from and parallel to
the riparian property line. The proposed boat ramp will be locatedidownstream and adjacent to the
travel lift rails.
Minor grading of the existing gravel and re- paving is proposed immet iately inlbnd from the proposed
replacement ramp and rails to provide a boat wash -down pad. The pad will 6e sloped to drain internally
into a catch basin /storage tank where debris is captured. The storage tank will be evacuated as
needed, with removed solids being transported to the appropriate treatment br landfill facility. No other
upland development or shoreline stabilization is proposed. r
Additionally, a dock is proposed for construction adjacent to the downstream side of the travel lift rails
which will serve the proposed boat ramp and provide access to fear proposed boat slips near the
waterward end of the travel lift. A wave attenuatoe is propos d,,.fbr construction around the boat slips.
Dredging is not proposed for the project. The existing;tray0l lift rails and boat ramp can be removed, and
the proposed travel lift rails, dock, and boat slips can- ISe constructed using barge mounted equipment.
The proposed boat ramp will be utilized to haul wide shallow draft multi -hull pleasure craft with a
hydraulic trailer pulled by a truck. The concrete ramp will be constructed in the dry using a temporary
bulkhead to be removed upon completion of the ramp. A permanent bulkhead will be installed around
the perimeter of the concrete ramp and will serve as the construction form. This permanent bulkhead will
be left level with the top surface of the ramp.

THIS CAUSE coming on for hearing before the Board of Commissioners of the Town of
Bridgeton and being heard on August 13, 2013 by Board of Commissioner members Rodman L.
Williams (Mayor), John R. Chittick, Elizabeth Parker, Charles D. Freeman, and Keith L. Tyndall
on Bridgeton Marine, LLC's (hereinafter "Petitioner') request for a conditional use permit to
operate a business engaged in the sale and maintenance of watercraft on property located at 101
A and 103 D Street, Bridgeton, North Carolina (hereinafter the "Subject Parcel "). Based upon
the sworn testimony heard and evidence considered, the Board of Commissioners makes the
following findings of fact and conclusions of law, and enters the following order:
FINDINGS OF FACT
1. On July 10, 2013, Petitioner submitted an application for conditional use permit
with the Town Clerk, Elaine Bryan, a copy of which is attached hereto as Exhibit "A" and
incorporated herein by reference.

2. The Subject Parcel is located at 101 A and 103 D Street, Bridgeton, North
Carolina and is currently zoned Business - Residential. N
3. According to Appendix B: Permitted Uses of the Town of Bridgeton Code of
Ordinances, business engaged in the sale and service of watercraft may only be conducted on
property zoned Business - Residential as a conditional use.
4. Pursuant to Petitioner's application for conditional use permit, a quasi-judicial
hearing was scheduled for and held on August 13, 2013.
5. Petitioner's application for conditional use permit was approved by the Bridgeton
Planning Board on July 8, 2013.
6. On July 19, 2013, the Town Clerk provided notice of the time and date of
Petitioner's conditional use permit hearing via first -class mail to the Petitioner. The Subject
Parcel was posted with notice of the hearing on July 19, 2013. Notice of the hearing was
published in a newspaper of local circulation, the Sun Journal, on July 23, 2013, and notice of
the hearing was also posted on the Town bulletin board on July 19, 2013.
7. The Board of Commissioners provided the public an opportunity to testify at the
hearing. The following persons were sworn in and authorized to testify at the conditional use
permit hearing: Town of Bridgeton Zoning Administrator, David Fort, Charles E. Douthit,
Petitioner's owner, Milton Costen, Petitioner's manager, and Edwin Hege.
8. Petitioner intends to utilize the building and grounds located on the Subject Parcel
to engage in the sale and maintenance of watercraft.
9. After reviewing Petitioner's application for conditional use permit and
considering the elements necessary to grant such a permit, as set forth in Section 155.048 of the
Town Code, the Town Zoning Administrator, David Fort, testified that Petitioner's proposed use
of the Subject Parcel is in compliance with the Town Code. A written summary of the Zoning
Administrator's comments with respect to each of the elements described in Town Code Section
155.048 is attached hereto as Exhibit "B" and incorporated herein by reference.
CONCLUSIONS OF LAW
Based upon the foregoing findings of fact, the Board of Commissioners hereby makes the
following conclusions of law:
1. The proposed use will not adversely affect the zoning plan and will not be
detrimental to the area.
2. The proposed use will not adversely affect the health and safety of residents and
workers in the area.
3. The proposed use will not be detrimental to adjacent properties and other
neighborhood uses.
4. -The proposed use will not be affected adversely by existing uses.
5. The proposed use will comply with space (Appendix A) and parking ( §§ 155.075 et
seq.) requirements of Chapter 155 of the Town of Bridgeton Code of Ordinances and, if required,
will comply with the Development Ordinance.
6. The proposed use will not constitute a nuisance or hazard because of the number of
persons who will use the facility.
7. The proposed use will comply with the standards set forth for each particular use for
which a permit is or may be granted.
ORDER
,WHEREFORE, based upon the foregoing findings of fact and conclusions of law,
Petitioner's request for a conditional use permit to operate a business engaged in the sale and
maintenance of watercraft on the Subject Parcel located at 101 A and 103 D Street, Bridgeton,

Dear Mr. Smith:
On behalf of our client, Bridgeton Marine, LLC, we provide enclosure (1) for your review and
comment. Bridgeton Marine is applying for a CAMA Major permit to relo6dte and extend an exiting
travel lift, and construct a new boat ramp and docks at their property located at 103 D Street, Bridgeton,
NC, on the Neuse River. The proposed construction is described and-depicted in the enclosed
documents.
We are sending this to your attention because our client's property- reaLhes the Neuse River
adjacent to where the previous Neuse River Bridge and alignments of NC HWY`55 and US HWY 17
reached the Neuse River. Assuming NCDOT still maintains control of that property, that makes NCDOT an
adjacent riparian property owner to our client's property. In compliance with the Division of Coastal
Management (DCM) application process, we are required to notify adjacenf riparian property owners of
the proposed project and inform them that they have 30 days from receipt of this notification to provide
comments.
If they have any objections, please have ther> send-written comments to Mr. David Moye at the
North Carolina Division of Environment and Natural Resources,(NCDENR), Division of Coastal
Management (DCM), Washington Regional Office;;943 Washington Square Mall, Washington, NC 27889.
Indicate clearly that the comments regard the Bridgeton Boatworks project. No comments from them
within 30 days of receipt of this notice is interpreted to indicate that they have no objection to the
proposed project.
