Skvarla, III Secretary The Division of Water Resources received the Year 5 Monitoring Report for the above - referenced site, dated December, 2013. The stream is a large, flashy stream within a partially urbanized watershed. Based on review of the monitoring report, 16 percent of the stream channel is actively eroding (83 LF at 2 +00 and 38 LF at 5 +25). In addition, bank scour is noted on most of the outer bends. If these areas are increasing in length from year to year, the project may not be sustainable in terms of maintaining a state of dynamic equilibrium. Based on the monitoring report, these areas may warrant repair. Vegetation appears adequate and stem counts exceed performance standards. However, buffer appear very narrow in spots, a portion of the buffer in a residential yard appears to be grass down to the stream bank, and one segment of the stream appears to pass outside the easement (approx. 11 +00). Tables la and lb indicate that some credit adjustment was calculated based on buffer widths. Details of these calculations will need to be provided at closeout. Invasives have been an ongoing issue at this site and treatment occurred multiple times during 2013, and additional treatments are planned for 2014. Since this is the 5"' year of monitoring, DWR assumes this site will be proposed for closeout. The issues described above will need to be evaluated by the IRT, which should result in some animated discussions. EEP should ensure appropriate easement markings and signage are in place.
