The proposed water system will replace existing service through individual wells and provide a reliable source of quality drinking water to the area. No permanent impacts are proposed for this project and the preconstruction grade (contours) of streams will be reestablished after disturbance. Please note that we are sending this documentation for the record only for the DWQ 401 Certification and Riparian Buffer Authorization. Although the project crosses streams in the Neuse River Basin, all streams will be crossed perpendicularly, and all stream crossings will take place within the roadway right -of -way. No impacts to buffers will occur from this project. After review please note the following summary: Summary: The EA addendum has identified additional water lines in the CNWSD Phase 4. In conclusion, as documented the original environmental assessment mitigation measures appear to be adequate for the request. The proposed project consists of a di 'on system consisting of approximately 115 miles of 4 ", 6 ", 8 ", 12 ", and 16" water lines alo with the associated appurtenances such as hydrants, valves, etc. The project will also incl a two elevated water storage tanks (300,000 & 200,000 gallons), three booster pump stations, and two master meters and vaults. The project will be broken down into four separate phas�or the purposes of construction. f As required by the National Environmental Policy Act, the Rural Utilities Service has assessed the poteptial environmental effects of the proposed project and has determined that the proposal will not lave a significant effect on the human envirormaent and for which an Environmental impact Statdment will not be prepared. The basis for this determination is a thorough review and analysis of tt� environmental information reported in the env=nmeutal assessment including public and regulatory agencies' comments regarding the proposed project. It has been determined that the proppsed project may cause some minor direct conversion of important farmland on the sites of the 41evated storage tanks, the booster pump stations, and the master meter vaults. The amount of uconversion is a relatively small area in relation to the total amount of important farmland rea, and is not significant in terms of the total land available for farm use. It has been } determined that there is no practicable alternative to avoiding this conversion. The proposed project consists of a distribution system consisting of approximately 115 miles of 40, 6 0, 8 ", 12 0, and 16" water lines along with the associated appurtenances such as hydrants, valves, etc. Th e pro ect will also include two elevated water storage tanks (300,000 & 200,000 gallons), three booster pump stations, and two master meters and vaults. The project will be �roken down into four separate phases for the purposes of construction Rural Development has assessed the environmental impacts of this proposed project and determined that if implemented, the proposed project may cause some minor direct conversion of important farmland on the sites of the elevated storage tanks, the booster pump stations, and the master meter vaults. The amount of farmland conversion is a relatively small area in relation to the total amount of important farmlands in the area, and is not significant in terms of the total land available for farm use.
