Dear Ms. Higgins:
This letter and attachments report the water quality for the summer of 2013 for the Jordan Hydroelectric Project
(Project), P- 11437, at B.E. Jordan Damon the Haw River. This information is filed for compliance with the Water
Quality Certificate (Certificate) issued to the licensee (Jordan Hydroelectric Limited Partnership or JHLP) by NC
DWQ on October 4, 2006 and with the license P -11437 issued by Federal Energy Regulatory Commission. As
required in item 3 in the Certificate, water quality was measured below Jordan Dam in the Haw River from May 1
through October 31, 2013. Both average and minimum dissolved oxygen (DO) and average temperature on a daily
basis were measured and recorded in the attached table.
Hydropower generation began about January 12, 2012; this is our second year of generation. Measurements were
made in the Haw River at a depth of about 2 feet and about 100 feet downstream of the stilling basin for the tunnel
discharge. The probes are secured in pipes on a concrete fishing pier on the bank of the river. Measurements were
recorded every half hour. An optical probe was used (Model RDO by Insitu) to measure DO. A thermocouple was
used to measure temperature. The optical probe was calibrated initially and biweekly thereafter. The thermocouple
does not need calibration. The calibration procedures and frequency are compliant with the manufacturer's
specifications. Measurements of DO and temperature were made continuously during the six month period and
recorded by the plant's computer and control system.
As shown in the attached table and graph, the daily average DO, minimum DO and average temperature are reported
for each day. DO is measured in milligrams per liter and temperature in degrees Fahrenheit. There were no violations
of North Carolina's water quality standards during the measurement period. All valid DO measurements were within
the state standards, equal to or exceeding 4.0 mg/l instantaneously and averaging at or above 5.0 mg/l in 24 hours.
Measurement Notes
During 2013 there were two power outages at the Corps' facility in the tailrace below Jordan Dam where our DO
probe is located. During these power outages our monitoring equipment does not measure. As shown on the attached
table and graph, measurements were not able to be taken from May 1 through May 19 and June 8 through June 12.
These outages were caused by improvements the Corps was building; we do not expect more outages in the future.
On June 1 calibration of the DO probe caused the low minimum DO value shown on the table; records were not made
for about 2 hours.
A handheld DO sensor was used before May 20 and on June 8 to 12 to verify that DO standards were not being
violated during the outage; measured DO was within the standard criteria, and there was no violation. Other than
these faults, there were no problems with the measurements, and all measurements were valid and are reported.

From about September 8 until noon on September 16 there were long periods of low DO in which the plant did not
operate to avoid violations. On September 16 the operator checked the probe and found considerable slime on the
membrane. He cleaned it and put it back in service. The measured DO immediately rose from 5.4 to 7.0 mg/l. After
that incident calibrations were made weekly and will be in the future. The turbines had not been operating except
intermittently for several days because of low DO, which was less than 4.0 mg/1 during part of the time for releases
through the dam service gates. We believe the low DO recorded for several days prior to the probe cleaning was
incorrectly recorded because of the probe fouling. At no time during this period was the plant operated at a DO of
less than 4.0 mg/l. These incidents when measurements were not made or were not reliable because of probe fouling
are not included in the summary information at the bottom of the table.
Low DO in the tailrace continues to cause us to cease operation to avoid violations. The critical low DO periods seem
to occur at low flow. We have tried several solutions in the past to increase DO, but none have been successful yet.
We plan to try other methods in the summer of 2014.
Has DWQ allowed short term violations to allow an operator time to recover? In other words, if the DO goes below 4
mg/1 for a short period of a few minutes or less, has the operator been allowed to increase DO in that time period
without a violation? We set our trip at 4.3 mg/1 so the DO does not decrease below 4 mg/1 after a trip, while our
bypass gates are opening. The gates take about 2 minutes to open. Please call to discuss if this has been allowed.
The Certificate allows us to request cessation of water quality measurements if values are within the acceptable range.
We do not make such a request at this time. Until the plant is able to easily keep DO above the standards, we will
continue monitoring and will report the data collected.
This document is being sent electronically for convenience. A paper copy will be sent to NC DWQ for official use if

We must send a copy of your comments to FERC by the end of January. I attaced a copy of your comments from
January 2013; they were sufficient for what we must file with FERC.
