Description of Collection System or Treatment Process:
The City of Laurinburg's collection System consist of 34 pump stations located throughout the
system. There are 123.7 miles of gravity sewers and 18.8 miles of force mains. Our Leith Creek
Wastewater Treatment Plant consist of two types of treatment, one extended aeration plant,
consisting of 2 aeration basins, 2 clarifiers, 2 chlorine contact chambers and one return sludge pump
station with 3 dual speed pumps, total capacity 2.0 MGD. The second plant is an oxidation ditch
style with 1 clarifier, 1 chlorinator point and a return sludge pump station with 3 dual speed pumps
for a total treatment capacity of 4.0 MGD. The facility has 2 aerobic digesters one 150,000-gallon
tank and one 650,000-gallon tank with course air diffusers.
II. Performance
Text Summary of System Performance for Calendar Year 2000
The City of Laurinburg's Leith Creek Wastewater Treatment Plant had 1 month where the Operating
permit was in violation for the year 2000 and 3 other months that we were notified to check
compliant with explanation. (*) The non-compliance violation February 7`1i, and the 21st was that
the BOD test on the effluent samples did not meet the final D.O. concentration of at least 1 mg/1
remaining after the five days of incubation. On May 9th and the 1611' the seed correction on BOD test
did not meet the proper criteria and on May 15th, 2000 the effluent samples did not meet the
minimum D.O. depletion. In June of 2000 the non-compliance violation was due to Operator Error
where he failed to send the monthly samples, (Total Phosphorus, Total Nitrogen, Copper, Zinc) to
the laboratory and therefore we did not have any results to submit.. In August of 2000 our toxicity
results were invalidated by the state lab in Raleigh due to a 72 hour hold time. Below is a more
detailed listing on a month -by -month compliance status.

**Only one of these overflows caused an environmental impact on the receiving stream (Leith
Creek) of the Lumber River Basin. Results of this overflow was a fish kill of approximately 1,500
fish. The recommendation of the regional office were to restock Leith Creek with game fish, the City
of Laurinburg purchased fish from North Carolina Fish Hatchery to comply with this
recommendation.

This Annual Performance Report will appear on the City of Laurinburg's Home page web site
http://www.laurinburg.org\ and a statement on our CCR (Consumer Confidence Report )will inform
citizens that the Annual Report is available via internet.
