Description of Collection System or Treatment Process:
The City of Laurinburg's collection System consist of 34 pump stations located throughout the
system. There are 123.7 miles of gravity sewers and 18.8 miles of force mains. Our Leith Creek
Wastewater Treatment Plant consist of two types of treatment, one extended aeration plant,
consisting of 2 aeration basins, 2 clarifiers, 2 chlorine contact chambers and one return sludge pump
station with 3 dual speed pumps, total capacity 2.0 Million Gallons Per Day (MGD).
The second plant is an oxidation ditch style with 1 clarifier, 1 chlorination point and one return sludge
pump station with 3 dual speed pumps, total capacity 2.0 MGD, for a total treatment capacity of 4.0
MGD. The facility has 2 aerobic digesters, one 150,000-gallon tank and one 650,000-gallon tank with
course air diffusers.

Based on a bio-monitoring inspection conducted during the week of March 26, 2001, a
notice of violation was issued to Leith Creek WWTP on a correspondence dated April
17, 2001 by the Fayetteville Regional Staff, based on Part II, Section C. 2. Proper
Operations and Maintenance. They were concerned about the concentration of Bio-
Solids in our treatment process.
Corrective Actions
In response to the concerns of the Fayetteville Regional Staff, we land applied 680,120
gallons of Bio-Solids during the week of April 2, 2001. This Land Application event
lowered the Bio-Solids concentration in our facility.
