Description of Collection System or Treatment Process:
The City of Clinton maintains approximately 87 miles of wastewater collection
lines with 12 lift stations and approximately 3,252 connections. The collection
system discharges to the Norman H. Larkins Wastewater Treatment Plant. This
plant is permitted to treat an average daily flow of five (5) MGD of wastewater by
tertiary biological methods. The effluent is filtered, disinfected and returned to
the Old Williams Mill Branch. Wasted sludge is aerobically digested and
disposed of by land application.
II. Performance: Summary of performance for reporting period
The Norman H. Larkins Wastewater Treatment Plant performed well during the
reporting period. All permitted parameter values were lower than permit
requirements. On November 30, 2001, the City of Clinton received
commendation for 12 consecutive months without an NPDES violation.
The table below shows plant performance in relationship with NPDES permit
limits.

The Norman H. .Larkins Wastewater Treatment Plant had the following violation
for the 2001 reporting period.
December, 2001
12/6/2001 Chronic toxicity violation — sample for bioassay failed toxicity
analysis. Follow up analysis, as required by permit, in January and
February, passed. No known environmental impact.
The collection system reported the following spills of wastewater during the
reporting period.
January, 2001
1/7/2001 Spill of 480 — 550 gallons from a manhole approximately 150 feet
beyond the end of the cul-de-sac at Apple Creek Cove caused by a
grease blockage. Approximately 300 gallons reached Watery
Branch. No known environmental impact.
April, 2001
4/6/2001 Spill of approximately 300 gallons from a manhole approximately
60 feet west of the Deer Run Lift Station caused by control failure at
the station. Approximately 150 gallons reached the Watery Branch.
No known environmental impact.
June, 2001

7/20/2001
Spill of approximately 500 —1000 gallons from a grass clogged city
main affected a private service line at 419 Sampson Street.
Approximately 500 —1000 gallons reached the Cattail Branch. No
known environmental impact.
Spill of approximately 500 - 1000 gallons from the intermediate
pump station at Larkins Wastewater Treatment Plant caused by
phase converter failure on the pumps. No wastewater reached
surface waters. No environmental impact.

Spill of approximately 500 —1000 gallons at the corner of Blount
Street and Butler Drive caused by paper build-up in a shallow
manhole. Approximately 500 —1000 gallons entered the Cattail
Branch. No known environmental impact.
Spill of approximately 3000 gallons at a small ditch located near the
intersection of Sanders and Holmes Streets caused by ditch
erosion when the ditch slope slid into the terra cotta main and
caused breakage. Approximately 2000 gallons entered Dollar
Branch. No known environmental impact.
November, 2001
11/9/2001
Spill of approximately 500 gallons behind the Dogwood Circle
housing complex caused by a grease build-up. Spill did not reach
surface waters. No environmental impact.
III. Notification
This report has been included on the City of Clinton internet page and published
in the Sampson Independent.
IV. Certification
I certify under penalty of law that this report is complete and accurate to the best
of my knowledge. I further certify that this report has been made available to the
users or customers of the named system and that those users have been notified
of its availability.
