MacKenzie Subject:RE: [External] NCDOT MS4 Connection Date:Wednesday, January 5, 2022 10:36:00 AM Hi Zack, The NCDOT permit includes state-maintained roadways and state-owned industrial facilities. If the city maintains a state road, then it is part of the municipal MS4, not the NCDOT TS4. In addition, it appears that there are no NCDOT industrial facilities located within the city limits of Lexington, but I will confirm that with NCDOT and let you know. Please note that the city is not specifically required to identify TS4 interconections at this time. The information included in the SWMP template is essentially a survey to determine who is or isn’t already tracking this information so that DEQ can make informed policy decisions in the future. Jeanette, Awhile ago, you sent us an email stating that our draft SWMP would be reviewed in January and that we should update it to reflect the changes in the SWMP Template. I have done this except for the section about MS4 Interconnection. I looked over NCDOT’s TS4 Permit and it wasn’t clear to me where their TS4 ends and Lexington’s MS4 begins. We have a few major highways and facilities in the city and a very large number of small state roads. Here are my questions: 1. Should we count every single state road as interconnected with our system or do we only consider the highways? 2. Are all NCDOT properties (industrial or not) part of the TS4? 3. If an outfall from a state road or facility discharges directly to a ditch or creek in the city, is that an interconnection, or is an interconnection strictly when stormwater pipes are connected? If that’s not an interconnection, does that mean it is a TS4 outfall and the responsibility of the state when it comes to inspection and IDDE? Thanks for your help.
