On November 22, 2021 DEMLR- Stormwater received your application for an NPDES
Stormwater Discharge Certificate of Coverage (CoC) under General Permit NCG020000.
Based on your application and a preliminary site visit conducted by the Mooresville
Regional Office, we have determined that the Carolina Lithium Project is ineligible for
coverage under General Permit NCG020000.
The next step is to apply for an Individual NPDES Permit which can be better tailored to a
complex operation such as this one. The Stormwater Program may also coordinate with the
Division of Water Resources to develop the most suitable NPDES stormwater and/or wastewater
permit(s) for this site. Please visit our website at ded.nc.gov/SW-industrial for more
information on the application for an Individual Industrial Stormwater Permit, guidance,
and related documents. Please note that applying for an individual permit does not
guarantee coverage will be granted.
