Activity Notification
Town of St. Pauls

Dear Mr. Poupart:
In accordance with the provisions of the Special Order by Consent (SOC) the Town is
providing this notification of our non-compliance with the following Activities:
Project 2 Wastewater Collection System Rehabilitation.: Construction Completion December 1,
2021. The Contractor was scheduled to complete construction by November 10, 2021 however
due to delays in the work outside of the Town's control including staffing issues, and material
supply the contractor has not completed the work. We currently anticipate that all sewer
improvements will be complete by December 31, 2021 however we note that final site
restoration activities such as paving could be further delayed by weather.

Recent flows at the WWTP have been much lower than normal as we have been in an extended
dry period. Given these recent low flows and the level of improvements completed to date we
believe that the WWTP can maintain compliance from the January 2022 forward as requested in
the prior SOC modification request. We note that NCDEQ has not issued a modified SOC to our
knowledge from the request submitted in November 2020.
Please advise if the SOC can be terminated on the basis of achieving compliance or if an
additional modification needs to be requested. The Town is committed to improving the sewer
system to provide reliable service in compliance with all regulations. We appreciation your
assistance in these matters and look forward to your response.
