Dear Mr. Conard,
This correspondence is with reference to the request you submitted on December 9, 2021, to modify State Permit
No. 84-05, which authorized maintenance dredging within the marina basin and the addition of 16 slips creating
a total of 169 slips. This permit was modified on June 9, 2006 for the addition of 6 additional slips and again on
October 29, 2015 and December 21, 2016 for the addition of jet docks and floating boat lifts within existing slips
at the marina. The marina currently accommodates up to 174 slips. State Permit No. 84-05 was last renewed on
February 27, 2020 under a Maintenance 5/Renewal, A Major Modification was issued on July 9, 2021 for bulkhead
replacement including coastal wetland fill and the repair/replacement of previously authorized piers, floating
platforms, and finger piers, the permit and is due to expire on December 31, 2024
The first action proposed in your submittal consists of installing internal piles with pile guides at the end of each
finger pier on "C" dock to provide added stability. The second action proposed is to increase the width of the finger
piers on "C" dock from the existing 36"-39" to 42". The proposed actions would increase the width of the finger
piers on "C" dock by a maximum of 6".
Upon reviewing the information provided, the Division of Coastal Management has determined that the proposed
action is consistent with existing State rules and regulations and is in keeping with the original purpose and intent
of the permit. This Letter of Refinement authorizes the modification of State Permit No. 84-05 as described in your
email and drawing dated received Thursday December 9, 2021. Please note this refinement does not alleviate
the need to obtain any other local, state or federal permits.

Good Morning,
As per our previous conversation concerning MP84-05, we will be starting the first phase of dock replacement at
Waterfronte Villas & Yacht Club, 100 Spencer Farlow Dr on Carolina Beach. I have attached a drawing with the "C" dock
section highlighted that we will be replacing. The layout and placement will be the same as what is currently
existing. The only changes that we are proposing are:
1) install an internal pile with pile guide at the end of each finger dock to provide for added dock stability and
safety
2) Increase the width of the finger docks from the existing 36"-39" (varies) to 42". We would like to utilize HDPE
rotationally molded float cells that encapsulate the foam floatation and provide much better stability and
longevity. The floats only come in 24" and 36" standard width with a double 2" x 10" band (for stability and
longevity). The overall width of the fingers will be additional 3"- 6".
