Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The proposed project site conditions consist predominantly of open NCDOT road corridors, farm fields, and maintained farm access roads. The proposed pipeline corridor starts at the Novozymes Facility and land in the vicinity is designated utility. The pipeline then extends south along Perry's Chapel Road (SR1003) approximately 2,000 ft before turning east along an existing gravel access road servicing wastewater infrastructure for Novozymes. Vegetation in the vicinity consists of maintained mixed herbaceous grasses and forbs. The pipeline corridor courses across open farm fields approximately 1,000 ft maintained for row crop vegetation before reconnecting with the existing service road. The pipeline crosses NC HWY 56 and connects to another existing farm access road and extends approximately 9,000 ft crossing two streams and then entering mature mixed deciduous -coniferous forest. and ending at the interface of a wetland complex and unnamed perennial tributary to Cedar Creek. 4b. Explain the purpose of the proposed project: * The purpose of the construction activity is to install the effluent pipeline and outfall structure for direct discharge operations under NPDES Permit NC0089621. The pipeline will begin at the new effluent pump station (which is part of the wastewater plant upgrade project by others) on the north side of the existing plant facility. The approximate 3 mile pipeline will drain southeast to the new cascade aeration basin and continue southeast to discharge into Cedar Creek at the permitted outfall location. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:" The project consists of connecting the main treatment facility to a permitted discharge outfall on an unnamed perennial tributary to Cedar Creek. All areas within the corridor are maintained with the exception of the forested outfall location. Two jurisdictional streams will be crossed above grade within the existing road corridor, resulting in no impacts to these features. Jurisdictional waters and protected riparian buffers will be impacted minimally at the outfall location. Placement of riprap at the outfall to dissipate energy from discharge flows will occur within these jurisdictional waters (900 ft2 (0.02 ac)) and protected riparian buffer (1,602 ft2). Rip rap will be placed below pre -construction grade and above grade at the confluence of the wetlands and unnamed tributary to minimize erosive velocities and protect the discharge infrastructure from adjacent flowing water. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Avoidance of all impacts is only possible with a no -build alternative, which does not meet the need of the project. During the initial design phase, the project proposed crossed two jurisdictional streams as well as jurisdictional wetlands within the project corridor. The project has been designed in accordance with applicable minimum design criteria. During the design, the ouffall area was minimized to the extent practicable, limiting impacts to jurisdictional wetlands within the construction corridor to less than 30-feet wide. Best management practices are included in the project design to appropriately control erosion and sediment associated with the project. The size and density of riprap, per the design, is appropriate for the application site conditions. Most of the discharge site's riprap dissipation area was designed in uplands to minimize impacts to abutting wetlands and the unnamed tributary to Cedar Creek. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Impacts to jurisdictional features will be minimized during construction by performing as much work as possible in uplands and avoiding other jurisdictional features. In areas of impact, silt fencing will be placed up -gradient of the jurisdictional areas and all construction activity will be performed up -gradient of the silt fencing. Side casting of excavated material into abutting jurisdictional features will be avoided at the two stream crossings and abutting wetlands at the discharge outall. 2.
