At the site the unnamed tributary receives runoff from 227 acres of urban watershed and flows into the Cape Fear River (DWR stream index number 18-(23.5)) approximately 1,500 feet downstream of the project limits. The site was placed under a 11.03-acre conservation easement to protect the restored site in perpetuity (Appendix 1, Figure 2). The stream restoration project is located in the Cape Fear River Basin USGS Hydrologic Unit 03030004 and local Cape Fear River watershed 12-digit HUC 030300040706. 1.2 Project Goals and Objectives The purpose of this Stream Monitoring Year 1 Report is to assess the success of the Stream Restoration project. The monitoring plan evaluates the success of the Site and is based on the U.S. Army Corps of Engineers (USACE) Stream Mitigation Guidelines (2016) and the North Carolina Ecosystem Enhancement Program (NCEEP) Monitoring Requirements and Performance Standards for Stream and/or Wetland Mitigation (November, 2011). Monitoring of the Site will occur for one (1) full year, and then after two (2) bankfull events. A monitoring report documenting site conditions and maintenance activities will be generated each year until the monitoring requirements have been fulfilled. Construction of the Stream Restoration project occurred in the summer and fall of 2020.The site was seeded with temporary and permanent seed mixes during construction. During December 2020, the Site was planted with live stakes and herbaceous plugs. The objectives of the stream restoration project are the following: > Significantly reduce streambank erosion rates by using natural channel design techniques such as channel realignment, floodplain grading, and planting native vegetation; > Enhance aquatic habitat and improve biological health of stream; and > Restore floodplain connection and function 2.0 CHANNEL STABILITY ASSESSMENT 2.1 Channel Stability Success Criteria Stream geometry will be considered successful if the geometry, profile and sinuosity are stable or reach a dynamic equilibrium. It is expected that there will be minimal changes in the designed cross sections, profile and/or substrate composition. Changes that may occur during the monitoring period will be evaluated to determine if they represent a movement toward a more unstable condition (e.g. down cutting or bank erosion) or are minor changes that represent an increase in stability(e.g. settling,vegetative changes, coarsening of bed material, etc.). Deviation from the design ratios will not necessarily denote failure as it is possible to maintain stability and not stay within the design geometry. creating experiences through experience J MCADAMS UT TO CAPE FEAR RIVER STREAM RESTORATION > MONITORING YEAR 1 REPORT Channel stability will be reflected in the surveyed permanent cross-sections,evaluation of bank stability and cover, and evaluation of in-stream structure performance, and to a lesser degree pebble counts compared to the as-built and any previously collected monitoring data.The general trend should reflect a stable or slightly decreasing riffle cross-sectional area, whereas pools may increase and yet be considered relatively stable. Typically, the constructed channel will adjust (especially in a sand-dominated bed), but it will need to function without significant degradation (bed scour), aggradation (mid-channel bars), or bank erosion. The Bank Height Ratio (BHR) shall not exceed 1.2 and the Entrenchment Ratio shall be no less than 2.2 within the restored reaches.The stream shall remain stable over the first year, through two bankfull events, as indicated by visual surveys and cross sections. 2.2 Visual Assessment Summary Channel stability monitoring activities for Year 1 were conducted during January 11, 2021(As-built survey), March 4, 2021, July 27, 2021, and December 17, 2021. Visual stream assessments were performed during each visit and geometric parameters were collected during the January 2021,July 2021, and December 2021 field visits. Overall, the stream system appears stable and shows no trends of lateral or vertical instability. At the time of as-built survey in January 2021,four cross sections, 2 riffles and 2 pools,were selected and surveyed to establish a baseline geometry for monitoring. For all surveyed cross sections, geometry was compared from the December 2021 visit to the as-built January 2021 stream data (see Appendix B). Cross Sections 1 and 4 were selected at pool locations at approximately stations 5+65 and 13+20, respectively. Assessment of geometric data collected at Cross Sections 1 and 4 during Year 1 results in dimension and geometric ratios closely aligning with those used in the design: entrenchment ratios no less than 2.2, bank height ratios of 1.0 and 1.2 respectively, and average depths are slightly deeper than design.Though it is visually apparent Cross Section 1 is experiencing both aggradation (right bank) and scour (left bank) the pool maintains similar geometry to the proposed design and data collected during the as-built survey. Cross Section 1 is most likely experiencing effects (i.e. deposition and abrasive scour) from the upstream reach's high sediment input. Cross Section 4 displayed typical function and geometry such outside meander scour and inside meander deposition. However,from the time of as-built survey, entrenchment ratio decreased from 2.8 to 2.2 and bank height ratio increased from 1.0 to 1.2.Though appearing to be stable, this cross section and the surrounding reach will continue to be monitored to confirm it is trending towards dynamic equilibrium and not instability. Cross Sections 2 and 3 were selected at riffle locations at approximately stations 6+70 and 10+60, respectively. Assessment of geometric data collected at Cross Sections 2 and 3 during Year 1 results in dimension and geometric ratios considered stable for the reach: entrenchment ratios greater than 2.2 and bank height ratios of 1.0.A slight decrease in cross sectional area, typical of constructed riffle due to settling and bank aggradation, was noticed in the monitoring data. No bank erosion was observed at these cross sections. Bankfull indicators were observed at the riffle cross sections along with established bank and floodplain vegetation. To analyze the composition of the streambed and banks,Wolman pebble count data for the restored stream reach was collected in March 2021 and December 2021. Substrate samples were taken evenly at both riffle and pool cross sections along the 2,224 LF reach. Bed material in March 2021 had a D50 of 0.85mm (coarse sand) and was comprised of 67%sand, 7%gravel and 26%cobble. In December 2021, bed material had a D50 of 0.5mm (medium sand) and was comprised of 65% sand, 15%gravel, and 20% cobble. During construction, the high sediment load contributed from the upstream reach resulted in sandy sediment deposition within the restored/constructed channel. Some areas of excessive in-channel deposition noted during the construction of the project reach remained present during the December 2021 visit. Continual sediment load from the unstable upstream reach and previous eroded bank areas that washed out bank material most likely contributed to this slight shift in median grain size since the initial survey in March 2021. See Section 3 below for repairs to the specific instability bank issues that have since been resolved. Visual stream assessments were performed along the entirety of the restored reach and reflect the stream reach's stability. Bankfull indicators such as debris lines were present throughout the entire project reach and the crest gage installed in March 2021 recorded bankfull as of December 2021. Alluvial sediment deposits were observed on the floodplain to further confirm floodplain connection and activation along most of the restored reach. Stabilized vegetation on banks, floodplain and terrace were established throughout the reach. Lastly, with the exception of a J-hook structure approximately at station 19+40, all structures used for grade control along the reach are performing as designed, maintaining approximately 6-inches of drop across each structure.Will continue to monitor the aforementioned J-hook and other stream structures for stability. 3.0 STREAM AND FLOODPLAIN REPAIRS After construction, several repairs to the proposed design were required to stabilize the site. In March of 2021, concentrated stormwater runoff from the golf course eroded the right bank terrace resulting in the formation of a large gully (approximately station 21+00). A groundwater seep also resulted in a significant slump of the right bank terrace near station 16+00. Additionally, it was observed that little vegetation from seed was taking hold in several areas along the banks and terrace. The following repairs were made to address these areas of instability: The right bank and terrace were regraded from approximately station 16+00 to 19+00 and slope drains were installed around station 16+00 to provide a controlled outlet for the groundwater seeps.A yard inlet and HDPE storm pipe were installed at the top of the terrace(near the end of project reach at station 21+50) to collect runoff from the golf course and outlet flow at the floodplain in a non-erosive manner. Approximately 100 LF of double row coir logs were placed along the bank toe in area where sand had been washed out from underneath the coir matting. An estimated 2,000 juncus plugs were installed on a 4' spacing to provide good vegetative cover within the stream banks along the entire reach. Lastly, areas of sparse vegetation along the side slopes of the entire reach were re-seeded using hydroseeding technique for improved survivability. During the July 2021 site visit,a log in an angled log riffle near station 20+20 was higher than the stream bed invert and caused instability to the right bank. As a result, the right bank scoured in this area and both the bank and structure needed to be repaired. Corrective action in September 2021 included notching the three logs of the structure for stream flow to travel over as designed. Additionally, double row coir logs along the right bank toe were installed in the area adjacent to the log riffle structure where the bank had been washed out(approximately station 20+20).The floodplain and terrace were reseeded and its coir matting was restaked. The December 2021 visit noted these areas of repair are stable.
