PROJECT DESCRIPTION: The project site is located at Lot 3 Spot Lane, adjacent to Topsail Sound, in Surf City, Pender County To get to the project site from the Wilmington office, head north on US Hwy 17 toward Jacksonville At the intersection of US Hwy 17 and NC Hwy 210, turn right onto NC Hwy 210 towards Surf City Continue along NC Hwy 210 and turn right onto Little Kinston Road, which is located dust before the Surf City swing bridge Continue along Little Kinston Road until you reach a 90 degree turn to the right, which will be the intersection of Spot Lane and Little Kinston Road The project site is located in the bend of the road, adjacent to a man -made canal and boat basin The areas north, east and south of the project site consists of residential properties The area immediately west of the project site is comprised of a narrow ( +/- 35') man -made canal that runs northwest to southeast The adjacent upland areas average approximately 3 -4' above mean high water (MHW) Lawn grasses and ornamental landscaping dominate the upland vegetation and a small patch of Smooth Marsh Cordgrass (Spartina alternaflora) exist dust north of the existing bulkhead, immediately in front of the existing culvert that crosses Spot Lane Currently, the entire western shoreline bordering the canal is stabilized by a wooden bulkhead A small triangular shaped boat basin exists along the western shoreline, measuring 35' (A) x 21' (B) x 21' (C) The Surf City Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Developed The waters of the AIWW, in the vicinity of the project site, are classified SA by the Division of Water Resources They ARE designated as a Primary Nursery Area by the N C Division of Marine Fisheries and they are CLOSED to the harvest of shellfish PROPOSED PROJECT: The applicant proposes to fill a portion of an existing man-made basin, stabilize the shoreline with a new vinylbulkhead and construct a residential dwelling, on and adjacent to the subject property As described by the applicant, and as documented in the application package, the existing man-made boat basin is restricting the applicant and his ability to install a single- family structure on the subject property The applicant has informed Division staff that he purchased an existing home on the island (that was planned for demolition) and intends to relocate the house to the subject lot, however, due to the applicable setbacks (local and State) he cannot meet the 30' Coastal Shoreline buffer requirement, as measure from the normal high water line (or bulkhead) As a result, the applicant is proposing to fill a portion of the existing man -made basin (at the head of a man-made canal) to gain the high ground needed for placement of the relocated home and/or lot preparation As indicated in the application package, a 6' x 20' area would be filled immediately waterward of the existing bulkhead, within the existing boat basin The fill would result in approximately 120 sq ft of open water area being eliminated As planned, the applicant would install a new bulkhead approximately 7' waterward of the existing bulkhead (within the existing boat basin only) and then backfill the area behind the new wall with clean fill material The elevation of the area would be brought up to the existing elevation bordering the boat basin 3'-4' above the normal high water level) In total, approximately 31 linear feet of new bulkhead would be installed along the western shoreline In addition to the proposed fill activities and bulkhead installation, the applicant proposes to erect a single family residence on the subject property As proposed, the relocated home would be elevated on pilings and would rest dust outside of the 30' Coastal Shoreline buffer, along the western side of the property The house would have a footprint of approximately 37' x 40' and would be positioned entirely within the 75' Area of Environmental Concern (AEC) Due to the size of the home, in relation to the overall size of the lot, it does not appear the applicant will be required to install an innovative stormwater system to capture and treat stormwater runoff Bruce Taylor — Spot Lane Page Three 10.
