i have had a chance to look at the express request for this project. in IoGrk ng gat the surface water classifications map
available on the DWR website, it appears that the lake adjacent to this project Is part of Goose Creek and considered
surface waters. The provided site pian does not include the 50' vegetated setback on the plans. Please confirm *hat the
normal pool elevation of the lake and the corresponding 50' setback ,,ill be included in the submittal package.

We received your request for additional information on 5/27/20 for the subject project via email and offer
the following remedies:
1. 15A NCAC 02H.1050(3): As discussed during the Express submittal meeting, please provide additional
documentation to support that the SCM will remain stahili�ed with the vertical wall above the 6.1 shelf.
a. A detail for the retaining wall has been added to Plan Sheet C5.2 and the revised plan
sheet has been included with this submittal.
2. 15A NCAC 02H.1050(7). As discussed during the Express submittal meeting every SCM impacted by
sedimentation and erosion control during the construction phase shall be cleaned out and converted to its approved design
state. Please provide a note on the plans for this issue.
a. A note has been placed on Plan Sheets C3.2, C3.3 and C5.2. The revised plans are
included with this submittal.
3. 15A NCAC 02H.1050(7): As discussed during the Express submittal meeting, please label/clarify the proposed
easements containing the properly line males on the plans.
a. A note has been placed on Plan Sheets C3.2 and C3.3 indicating that a stormwater
access easement shall exist along all side property lines.
4. 15A NCAC 02H.1053(2): The submitted Wet Pond supplement indicates that the average depth of the main pool
is 5.00 feet, calculated using Equation 3 on page 8 in Chapter C-3 of the Stormwater Design Manual was used.
Using the reported main permanent pool volume 43,442 cubic feet, permanent pool perimeter of 403.6 feet, submerged
vegetated shelf width of 6 feet, and bottom of shelf and permanent pool elevations and areas; however, an average depth
of 6.36 feet is calculated using Equation 3. Please confirm the equation used to calculate average depth and ensure it is
represented consistently throughout the entire application package.
a. The average depth calculation has been updated and the revised calculations page
and the updated Wet Detention Basin Supplement form have been included with this
submittal.

The Wilmington Regional Office received and accepted an Express State Stormwater Management Permit
Application for the subject project on May 21, 2020. A preliminary in-depth review of that information
has determined that the application is not complete and that additional information is needed. To
continue the review, please provide the following additional information in a single, hard copy
submittal package:
15A NCAC 02H.1050(3): As discussed during the Express submittal meeting, please provide

All of the requested information listed above should be received in this Office by June 3, 2020, or the
application will be returned as incomplete. If additional time is needed to submit the requested
information, please email your extension request prior to this due date to the email address provided
below with a justification and a date of when the requested information will be submitted, which shall be

no later than 5 business days past the original due date. Please remember that extension requests delay the
issuance of the final permit. Also, please note that only two letters requesting additional information is
allowed in the State Stormwater Program. If the information is not satisfactorily provided after the
second request, the project will be returned. If the project is returned and you wish to re -submit to the
Express Program, you will need to reschedule the project through the Express Coordinator for the next
available review date and will need to resubmit all required items at that time, including the application
fee.
The construction of any impervious surfaces, other than a construction entrance under an approved
Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement
action pursuant to NCGS 143-215.6A.
Please label all packages and cover letters as "Express" and reference the State assigned project number

PROJECT NARRATIVE
The Greenside Manors at Brick Landing Plantation
Brunswick County, North Carolina
The proposed project is a single family residential development located at the adjacent to
1853 Goose Creek Road SW in Ocean Isle Beach, Brunswick County, North Carolina. The land
is currently undeveloped and a physical address has not yet been assigned to the property.
The project consists of two adjacent tracts of land and the tracts are not owned by the same
entity. The combined area of the two tracts is 9.83 acres. The project is comprised of 39
proposed single family lots and one roadway that will serve all lots. The stormwater runoff
will be directed to and treated by an onsite stormwater pond. The project is currently zoned
R-7500.
Existing Site Conditions/Stormwater Management
The existing site is currently vacant and wooded. The soils are comprised of Leon fine in the
rear of the development and Wando fine sand in the front portion of the development. The
ratio is approximately 50/50. The Leon fine sand soil group generally slopes between zero and
two percent and is generally poorly drained. The Wando fine sand soil group is a very well
drained sand with very little runoff and generally slopes from zero to as much as 6 percent.
The proposed impervious area total being treated by the onsite stormwater pond 195,398 SF.
The impervious areas are composed of single family homes (156,000 SF) and a single roadway
(39,398 SF). The percentage of impervious is 45.6%. All runoff from the proposed impervious
areas will, be directed by lot line swales and curb and gutter to curb inlets and then to the
onsite stormwater pond via underground stormwater pipe. The lots will be graded to ensure
positive drainage to the roadway to minimize runoff from the lots.
Erosion Control
Temporary silt fencing, diversion swales, block and gravel inlet protection, rip rap energy
dissipaters will be used to prevent any significant amounts of sediment from leaving the site.
The proposed stormwater pond will serve as a temporary sediment basin and will be converted
back to a stormwater pond once the project is completed. The site will also employ a
temporary graveled construction entrance to prevent sediment from being transported off of
the site by construction traffic. These measures shall be inspected regularly, and the
accumulated sediment removed to prevent the conveyance of sediment to any area "IS

PROTECT NARRATIVE
The Greenside Manors at Brick Landing Plantation
Ocean Isle Beach, North Carolina
The proposed project is a single family residential development located at the adjacent to
1853 Goose Creek Road SW in Ocean Isle Beach, Brunswick County, North Carolina. The land
is currently undeveloped and a physical address has not yet been assigned to the property.
The project consists of two adjacent tracts of land and the tracts are not owned by the same
entity. The combined area of the two tracts is 9.83 acres. The project is comprised of 39
proposed single family lots and one roadway that will serve all lots. The stormwater runoff
will be directed to and treated by an onsite stormwater pond. The project is currently zoned
R-7500.
Existing Site Conditions/Stormwater Management
The existing site is currently vacant and wooded. The soils are comprised of Leon fine in the
rear of the development and Wando fine sand in the front portion of the development. The
ratio is approximately 50/50. The Leon fine sand soil group generally slopes between zero and
two percent and is generally poorly drained. The Wando fine sand soil group is a very well
drained sand with very little runoff and generally slopes from zero to as much as 6 percent.
The proposed impervious area total being treated by the onsite stormwater pond 195,398 SF.
The impervious areas are composed of single family homes (156,000 SF) and a single roadway
(39,398 SF). The percentage of impervious is 45.6%. The runoff from the proposed
impervious areas will be directed by curb and gutter to curb inlets and then to the onsite
stormwater pond via underground stormwater pipe. The lots will be graded to ensure
positive drainage to the roadway to minimize runoff from the lots.
Erosion Control
Temporary silt fencing, diversion swales, block and gravel inlet protection, rip rap energy
dissipaters and temporary sediment traps will be used to prevent any significant amounts of
sediment from leaving the site. The site will also employ a temporary graveled construction
entrance to prevent sediment from being transported off of the site by construction traffic.
These measures shall be inspected regularly, and the accumulated sediment removed to
prevent the conveyance of sediment to any off -site areas. The primary permanent erosion
control measures that will remain after the temporary measures are removed will be
permanent grassing.
