APPROVAL OF STORMWATER MANAGEMENT PLAN
Dear Mr Wilson-
On April 16, 2012, the Division of Water Resources (DWR) Issued a 401 Water Quality Certification to
place fill within or otherwise impact the following in order to construct Caldwell Station Apartments in
Mecklenburg County-

In order to meet Condition 7 (stormwater management) of the Water Quality Certification, a
stormwater management plan was received via email on August 26, 2013. Additional information was
received via email on October 30, 2013 and November 4, 2013
The DWR approves the Stormwater Management Plan as meeting Condition 7 of the Water Quality
Certification and Buffer Authorization. This approval is for the purpose and design that you described in
your application If you change your project, you must notify us and you may be required to send us a
new Stormwater Management Plan This approval requires to you follow the conditions listed in the
Water Quality Certification and Buffer Authorization for the project and the following additional
conditions listed below
1 The stormwater management plan approved by the DWR consists of a system comprised of 20
StormFilter cartridges and all associated stormwater conveyances, inlet and outlet structures, and
the grading and drainage patterns depicted on plan sheets dated October 29, 2013 The plans and
specifications for Caldwell Station Apartments approved by DWR are incorporated by reference into
this approval and are enforceable by DWR, provided however that any modification of the design for

the level spreader that is accepted by DWR shall take precedence over the original plans and
specifications
2. The maximum allowable drainage area for the approved StormFilter system shall be 9 75 acres and
the maximum allowable built -upon area within that drainage area shall be 2 05 acres Built -upon
area includes, but is not limited to, roofed structures, asphalt, concrete, gravel, brick, slate, coquina
and parking areas, but does not include raised, uncovered open slat decking or the water surface of
swimming pools Any changes to these maximum areas shall require the applicant to submit and
receive approval for a revised diffuse flow plan by the DWR
3 The footprint of StormFilter system as well as an additional 10 -foot wide area on all sides of the
devices shall be located in public rights -of -way, dedicated common areas or recorded easement
areas The final plats for the project showing all such rights -of -way, common areas and easement
areas shall be in accordance with the approved plans
4 Maintenance activities for the StormFilter System shall be performed in accordance with the
notarized 0 &M agreements signed by Mr John Littlefield, Executive Manager on October 30, 2013
The O &M agreement must transfer with the sale of the land or transfer of ownership /responsibility
for the BMP facility DWR must be notified promptly of every transfer
5 The applicant and /or authorized agent shall provide a completed Certificate of Completion form to
the DWR within thirty (30) days of project completion (available at
