City of Lumberton Collection System
July lst, 2006 ---- June 30th, 2007
Collection System:
The City of Lumberton is pleased to Present the 2007 fiscal year report, on performance
of the Wastewater Collection System, to customers and ttte North Carolina Department of
Environment and Natural Resources. This report period is from July 1, 2006 to June 30,
2007 and is based on 12 months ofperformance.
The collection system has approximately 200 miles of piping and 41 lift stations located
in and around the City of Lumberton: Lift stations are monitored daily and operate under
permit # WCS00024. Responsible persons in charge are; Kevin Burns (ORC), Timmy
Cain (Backup ORC), Dixon Ivey (Deputy City Manager), and Lesaundri Hunt (Backup
ORC). Kevin Burns and Timmy Cain can be contacted at (910) 671-3856, Dixon Ivey

3851.
Performance:
A compliance Evaluation inspection was conducted on December 19, 2006 and the
facility was found to be in compliance with permit WQC00024.
The system performed satisfactorily for the report period, conveying approximately
2,065,700,000 gals and SSO's were estimated at 40,600 gals which is approximately
0.00002% of total volume conveyed. The system was operated and maintained on a daily
basis and repairs were done as required.
SSO's
The following is a list of Sanitary Sewer Overflows that occurred during report period.
Jaly 2006:
July 7th Spilled occurred at 2650 Elizabethtown Rd. (50 gals., did not reach surface
water) Cause: Broke service line. Corrective action taken: Contaminated area was
cleaned and disinfected.
August 2006:
August 21g Spill occurred at manhole in Stephens park (900 gals. Reached surface
water in the Lumber river) Cause: Broke pipe. Corrective action taken: Contaminated
area was cleaned and disinfected.
September 2006:
September 14th Spill occurred at bar screen and two manholes on Legend Rd. (200 gals
reached surface water in the Jacob swamp canal) Cause: Blocked line(debris).
Corrective action taken: Removed blockage with flusher truck, cleaned and disinfected
contaminated area.

October 2006:
No spills occurred.
November 2006:
November 16th Spills occurred at manhole in Stephens park (8000 gals Reached
surface water in the Lumber river), manhole #1 on Noir St.(300 gals. reached surface
water in the Lumber river), manholes 3 & 4 on Noir St.(1000 gals: reached surface water
in the Lumber river), manhole at Ed's Tire pump station (300 gals. reached surface water
in the Lumber river), manhole at the intersection of Cambell and Bullard streets (150
gals. reached surface water in the South Lumberton canal), manhole at 522 Swan Dr.
(300 gals. reached surface water in the South Lumberton canal), manhole at 307 Grace
St. (800 gals. reached surface water in the East Lumberton canal), manhole on south
Cedar st. near PWD (100 gals. reached surface water in the East Lumberton canal.),
manhole at 106 Sterling Dr. (100 gals. reached surface water in the Meadow Branch
canal.), manhole at the intersection of Hillcrest and Furman Dr. (l 00 gals. reached
surface water in the Meadow Branch canal.), manhole at Musselwhite circle (1100 gals.
reachedsurface water in the Meadow Branch canal). Cause: Rain water surcharge.
Corrective action taken: Contaminated area was cleaned and disinfected.
November 22nd Spill occurred at manhole near Ed's Tire pump station (800 gals.
Reached surface water in the Lumber river), manholes 2,3 & 4 on Noir St. (2200 gals.
reached surface water in the Lumber river), manhole in Stephens Park (9000 gals.
reached surface water in the Lumber river), manhole at 514 Swan Dr. (300 gals. reached
surface water in the Cotton Mill Branch canal), manhole on Sterling Dr. (5000 gals.
reached surface water in the Meadow Branch canal); manhole at 714 Nevada St. (600
gals. reached surface water in the Gum Branch canal), manholes at 202 & 301 Oregon St.
(800 gals. reached surface water in the Gunn Branch canal), manhole at 216 Center St.
(200 gals. reached surface water in the Gum Branch canal). Cause: Rain water surcharge.
Corrective action taken: Contaminated area was cleaned and disinfected.
November 23rd Spill occurred at 2 manholes at 1707 Michigan Circle (200 gals. ,
Reached surface water in the Gum Branch canal), manhole at 1705 Roberts Ave. (100
gals. reached surface water in the Meadow Branch canal Cause: Rain water surcharge
and grease. Corrective action taken: Contaminated area was cleaned and disinfected.
December 2006:
December 25th Spill occurred at manholes 3 & 4 on:Noir St. (500 gals reached surface
water in the Lumber River), manhole at Ed's Tire pump station (300 gals_ reached surface
water in the Lumber River), manhole in Stephens Park (800 gals. reached surface water
in the Lumber River),, manhole at the intersection of 5th & Chippewa (500 gals. reached
surface water in an um -named tributary). Cause: Rainwater surcharge. Corrective action
taken: Cleaned and disinfected contaminated area

January 2007:
January 23rd Spill occurred at manhole on Dawn Dr. (500 gals. Did not reach surface
water).
January 25th Spill occurred at manhole on Dawn Dr. (500 gals. Did not reach surface
water).
February 2007:
No spills occurred.
March 2007:
March 27th Spill occurred at 3541 Lackey St (100 gals reached surface water in the
Meadow Branch canal). Cause: Blocked line (grease). Corrective action taken:
Contaminated area was cleaned and disinfected. Line was cleaned.
April 2007:
April 4th Spill occurred on King St. (100 gals reached surface water in the Collection
canal). Cause: Blocked line (grease). Corrective action taken: Contaminated area was
cleaned and disinfected. Line was cleaned.
May 2007:
May 12th Spill occurred at manhole in Stephens Park (900 gals reached surface water in
the Lumber River). Cause: Rainwater surcharge. Corrective action taken:
Contaminated area was cleaned and disinfected.
May 31at Spill occurred at 4800 Kahn Dr. (500 gals. Did not reach surface water).
Cause: Service blocked on customers side. Corrective action taken: Contaminated area
was cleaned and disinfected.
June 2007:
No spills occurred.

The City of Lumberton has Advertised for one week in the Robesonian, local newspaper,
and in the monthly bills that the .Annual Report for the City of Lumberton Collection
System will be on file at the City Clerk's Office, 501 East 5th Street; Lumberton, North
Carolina 28358. A copy may be obtained by contacting the City Clerk at (910) 671-3807.
