City of Lumberton Collection System
July lst, 2011--- June 30th, 2012
Collection System:
The City of Lumberton is pleased to present the 2012 fiscal year report, on performance of the
Wastewater Collection System, to customers and the North Carolina Department of Environment
and Natural Resources. This report period is from July 1, 2011 to June 30, 2012 and is based on
12 months of performance,
The collection system has approximately 211.06 miles of piping (gravity 128.96 miles, force
main 82.17 miles) and 44 lift stations located in and around the City of Lumberton. The system
is monitored daily by the Public Works Department which is directed by Rob Armstrong and Jim
Walters. The system operates under permit # WCS00024. Responsible persons in charge are;
Kevin Burns (ORC), Russell Hill and Timmy Cain (Backup ORC's). Public Works Director's

Performance & Maintenance:
The system performed satisfactorily for the report period, conveying approximately
2,212,320,000 gallons with an average daily flow of 5,420,000 gallons. SSO's were estimated at
8,300 gals, which is approximately 0.0000038% of total volume conveyed. The system was
operated and maintained on a daily basis and repairs were done as required. 61,826 ft of the
systems approxitnate 681,120 ft of gravity sewer was cleaned which is approximately 9%. All
high priority lines were inspected and rights -of -way and/or easements were properly maintained.

Protect"
The City of Lumberton is committed to correcting the inflow and infiltration problems that
contribute to sanitary sewer overflows. Over the past 15 years the city has spent nearly
$10,000,000 constructing, replacing, rehabilitating, repairing and testing sanitary sewers,
manholes and storm sewer lines system wide. Most recent projects have been aimed at separating
elements of the combined sewer and flow diversion to reduce the number of overflows.
The first phase of the Northeast sewer interceptor project (sanitary sewer extension to serve the
Harrill road area. permit # WQ0034639) was completed and put in service on March of this year
(2012). This will take approximately 500,000 gpd off the old Ramada Lift Station and reduce
flow substantially through old subsystems which will help to reduce overflows in the Inverness
sub -division, Stephens Park, and Noir Street by diverting flow away from that part of the system
that gets overloaded during heavy rains.
Two phases, of a three phase storm water separation project have been completed to date, The
first two phases eliminated 31 intersections and the third phase is projected to begin next year in
a final effort to eliminate direct inflow at 12 intersections of the combined system in the
downtown area.
The City was issued the following sewer extension/improvement permits by NCDENR during
the report period:
• WQ0035434- For the construction and operation of 1030 linear feet of 8 inch gravity
sewer to serve as part of the Carriage Hill Apartments project.
• WQ0035433- For the construction and operation of 388 linear feet of 8 inch gravity
sewer to serve as part of the Britt Park Community.
• WQ0035478- For the construction and operation of 5000 linear feet of 8 inch gravity
sewer, 6200 linear feet of flinch force main, and a 110 GPM @ 129' TDH Lift Station
with a permanent generator w/ATS to serve as part of the Old Whiteville Road Sewer
Improvements project.
WQ0034639- For the construction and operation of 1,018 linear feet of 8 inch gravity
sewer to serve as part of the Harrill Road Area- Lone Oak MHP.
• WQ003S1S5M- For modification of 705 linear feet of 8 inch SDR-35 PVC gravity sewer
+ . WQ0035247- For the construction and operation 835 linear feet of 8 inch gravity sewer
to serve as part of. the Southeastern NC Agricultural Center- Multipurpose Pavilion
project.
The City has approximately 60% of its wastewater collection system uploaded to a GIS
(geographical information system). This system uses satellite imagery to aid in the management,
operation, and maintenance of the City's infrastructure, The purpose of the GIS is to deliver
complete, timely, and accurate geographic information that expands the City ofLumberton's
ability to provide quality services. Once complete the system can be managed, operated, and
maintained more proficiently verses conventional mapping.

Overflows and bypasses were reported to the appropriate Division regional office in accordance
with 15A NCAC 2B.0506(a)
Press releases and Public Notices were issued as required. Below is a list of all overflows that
occurred during the report period.
