Annual Report
City of Lumberton Collection System
July lst, 2012 ---- June 30th, 2013
Collection System,
The City of Lumberton is pleased to present the 2013 fiscal year report, on performance of the
Wastewater Collection System, to.custorrzers and the North Carolina Department of Environment
and Natural Resources. This report period is from July 1, 2012 to June 30, 2013 and is based on
12 months of performance.
The collection system has approximately 211.06 miles of piping (gravity 129.11 miles, force
main 82.17 miles) and 45 lift stations located in and around the City of Lumberton. The system
is monitored daily by the Public Works Department which is directed by Rob Armstrong and Jim
Walters. The system operates under permit # WQCS00024. Responsible persons in charge are;
Kevin Burns (ORC), Russell Hill and Timmy Cain (Backup ORC's). Public Works Director's

Performance & Maintenance:
The system performed satisfactorily for the report period, conveying approximately
2,197,710,000 gallons with an average daily flow of 6,050,000 gallons. Total sanitary sewer
overflows for the report period were estimated at 44,850 gals, which is approximately
0.000021 % of total volume conveyed, The system was operated and maintained on a daily basis
and repairs were done as needed. 60,624 ft of the systems approximate 681,886 ft of gravity
sewer was cleaned which is approximately 10%. All high priority lines were inspected and right-
of-ways and/or easements were properly, maintained.

Projects,
The Tanglewood Rehabilitation project that is currently in progress will slip line, using a cured
in place liner, approximately 18,000 linear feet of existing concrete sanitary sewer pipe. The
target area is mainly south of Roberts Avenue, North of 10th Street, east of Carthage Road and
west of Roberts Avenue (Roberts curves around the eastern part of the City). There about 90
manholes schedule to be replaced or rehabilitated. We will be replacing approximately 2,400
linear feet of pipe that cannot be slip lined. The project is funded by a $900,000 low interest
loan, a $900,000 principal forgiveness (grant) fund from the State Infrastructure Finance Section
(IFS) and the City has contributed $200,000 toward the project from our Water and Sewer
Capital Reserve Fund. Total project cost is expected to be $2M and should be completed by the
end of October, 2013.
In house, we have replaced approximately 1,000 linear feet of sanitary sewer pipe that runs
behind the Mall between Elm Street and Walnut Street. We also replaced approximately 400
linear feet on Elizabethtown Road near the Catholic Church.
For the upcoming year, we just awarded the Phase 3 Sanitary Sewer and Stoxmwater Separation
Project which should be our last phase of sewer separation. This is about a $2M dollar project
funded by IFS that will begin construction in July 2013. This project targets removing direct
stormwater discharge into the sanitary sewer system in approximately 6 different areas by
extending new stormwater pipes to the locations and disconnecting the stormwater from the
sewer. There is also approximately 7,000 linear feet of slip lining rehabilitation included with
this project.
Lastly, we have an emergency project funded again by IFS, approximately $500,000, to slip line
the Britt's Farm outfall. This project is expected to be in. construction by late fall.
The City was issued the following sewer extension/improvement permits by NCDENR during
the report period:
• WQ0036250- For the construction and operation of 247 linear feet of 12 inch new
gravity sewer to serve as part of the Tractor Supply Company Store Project.
• WQ0036482- For the construction and operation of approximately 225 linear feet of 8
inch gravity sewer to serve as part of the IHOP of Lumberton Project.
• WQ0036483- For the construction and operation of 294 linear feet of 8 itch gravity
sewer to serve as part of the St. Francis DeSales Church Project.
We have approximately 60% of the wastewater collection system uploaded to a GIS
(geographical information system). This system uses satellite imagery to aid in the management,
operation, and maintenance of the City's infrastructure. The purpose of the GIS is to deliver
complete, timely, and accurate geographic information that expands the City's ability to provide
quality services. Once complete the system can be managed, operated, and maintained more
proficiently verses conventional mapping.

Overflows were reported to the appropriate Division Regional Office in accordance with 15A
NCAC 2B .0506(a)
Press releases and Public Notices were issued as required. Below is a list of all overflows that
