The City of Lumberton is pldasedto present the 2015 fiscal year report, on performance of the Wastewater Collection System, to customers and the North Carolina Department of Enviroiunent. and Natural Resources. This report period is from July 1, 2015 to June 30, 2016 and is based on 12 months of performance. The City of Lumberton was (issued permit #WQCS00024 on December 9, 2008 for the. operation and maintenance of a wastewater collection system consisting of approximately 112 miles of gravity sewer, approximately 30 miles of force main. and 37 duplex pump stations. The pen -nit is effective from February 1, 2009 until January 31, 2017. The: system is monitored, managed, maintained, and operated by the Public Works Department, which is directed by Rob Armstrong and Jim Walters. Responsible persons in charge are: Kevin Burns (ORC), Russell Hill and 'Timmy Cain (Backup ORC's). Performance: • The. system perfortned"satisfactorily for the report period, conveying approximately 2,884,800,000 gallons with an average daily flow of 6,147,000 gallons. • The wastewater collected by the system was treated by the City of Lumberton's Wastewater Treatment Facility (NC0024571) prior to being disposed into the receiving stream. • Total sanitary sewer overflows forthe report period were estimated at 117650 gals, which is approximately 0.004% of total volutnc conveyed. Preventive Maintenance: • The system 'was operated and maintained on a daily basis and preventive maintenance was performed as scheduled to meet permit requirements. +, Approximately 14% (81,402 ft) of the systems permitted 591,360 ft of gravity sewer was cleaned. • All high priority lines were inspected and right-of-ways and/or casements were properly maintained. • All Lift Stations were visited weekly by maintenance personnel and equipment corrective and preventative maintenance was performed as scheduled or needed. 1 0Bl05l2016 11:01 City of I LUMBERTON HATER DEPT (FAX)1910 6713989 P.002/006 Proiects: Crews from Lumberton Public Works have replaced approximately 800 linear feet of 12" concrete gravity sewer mains on Carver Street and North Street with SDR 35 PVC pipe of the same diameter as the original pipe. This project also included replacing 3 masonry manholes with new precast concrete manholes. This project was funded from the operation budget. Additionally, our crews have replaced approximately 250 linear feet of concrete sanitary sewer on Nevada Street with SDR 35 PVC pipe. One masonry manhole was replaced with a precast concrete manhole. This project was funded from the operation budget. City crews replaced approximately GOO linear feet of 8" diameter asbestos cement sewer force main from the Britt's Farm lift station to the discharge manhole with 8" SDR 21 PVC pipe. This project was funded from our operation budget. City Crews replaced approximately 300 linear feet of 18" diameter concrete gravity sewer near Riverside Drive_ This project was funded from the operation budget. The Britt's Farm Sewer rehabilitation project was completed in March 2016. This project was originally conceived as a slip lining project using cured in place pipe. However, due to the condition of the existing concrete plpe, only a short section of about 200 linear feet was actually slip lined while the remaining 3,650 I.f. of concrete pipewas replaced with SDR 35 PVC pipe. Britt's Farm rehab project has substantially reduced I/I into the collection system west of I-95. Other benefits of the project have been to reduce S5O's in the downstream basin of Stephen's Park. This $500,000 project is funded by a 0% interest emergency loan thru IFS. In April 2016the City applied for NC CWSRF funding for the design and construction of another collection system rehabilitation project in three separate locations. All total the total project cost is estimated to be approximately $1,000,000 for all three combined areas. 1. 2. 3. The Lambeth Street /Musselwhite Circle project area. This community has experienced SSO's in the past due to heavy I/I during rain events. The project will consist of slip lining existing concrete pipe with a cured in place pipe lining and replace or rehabilitate existing manholes and services. The Lambeth Street project is expected to cost approximately $600,000. Ramada Inn Lift Station force main replacement. The existing asbestos cement force male pipe from the Ramada inn lift station to its discharge point has had several operational breaks over the last 8 years. This phase of the project will replace the entire run of force main with new SDR 21 PVC and ductile iron pipe. The Ramada Inn force main replacement is expected to cost approximately $100,000 Lackey Street and [-95 Sewer Rehabilitation. This project will target slip lining and manhole rehab along the I-95 service road (Lackey Street) and will include lining the existing 18" gravity pipe under I-95. , In May 2015 the City completed a Capacity Study of the areas west of 1-95 (including Britt's Farm area). The Study was funded by a Technical Assistant Grant thru NCDENR and identified potential capacity concerns in the high growth corridor In the northwest section of the City. The study recommended diverting some existing and future flow from this area to the newer infrastructure recently Installed as part of the Northeast Interceptor. This • diversion is intended to eliminate or reduce SSO's in the current downstream basin on Noir Street and add capacity to the growing area of commerce along 1-95. Implementation of this project has been delayed pending the completion of a Retail Strategies Study and Land Use Study sponsored by the City Planning Department. 08/05/2016 11:01 City of I LUMBERTON WATER DEPT (FAI01910 6713989 P.003/006 Permits: The City was issued the following sewer extensionJimprovelnent permits by NCDENR during the report period: • WQ0038175- For the construction and operation of 3,071 linear feet of 12- inch and 2129 linear feet of 8-inch new gravity sewer as part of the Sewer Extension to serve Sanderson Farms Hatchery Project.
