City of Lumberton Wastewater Collection System

Collection System:
The City of Lumberton ispleasedto present the 2016 fiscal year report, on
performance of the Wastewater Collection System, to customers and the North
Carolina Department of Environment and Natural Resources. This report periodis
from July 1, 2016 to June 30, 2017 and is based on 12 months of performance.
The City of Lumberton was issued its initial permit on December 9, 2008 for the
operation and maintenance of a wastewater collection system consisting of
approximately 112 miles of gravity sewer, approximately 30 miles of force main,
and 37 duplex pump stations. The permit was effective from February 1, 2009 until
January 31, 2017.
The permit was renewed on November 3, 2016 for the operation and maintenance
of a wastewater collection system consisting of approximately 150.58 miles of
gravity sewer, approximately 36.1. miles of force main, 1 simplex and 45 duplex
pump stations. It will be effective from February 1, 2017 until January 31, 2025.
The system is monitored, managed, maintained, and operated by the Public Works
Department, which is directed by Rob Armstrong and Corey Walters. Responsible
persons in charge are: Kevin Burns (ORC). Russell Hill and Timmy Cain (Backup
ORC:'s). The Public Works Director's and/or Operators in Responsible Charge can

Performance:
• The system performed satisfactorily for the report period, conveying
approximately 2,980,160,000 gallons with an average daily flow of
8,164,000 gallons.
• The wastewater collected by the system was treated by the City of
Lumberton's.Wastewater Treatment Facility (NC0024571) prior to being
disposed into the receiving stream.
• Total sanitary sewer overflows forthe report period were estimated at
1,083,300 gals, which is approximately 0.036% of total volume conveyed.

Preventive Maintenance:
• The system was operated and maintained on a daily basis and preventive maintenance
was performed as scheduled to meet permit requirements.
• Approximately 10% (70,794 ft) of the systems permitted 795,907 ft of gravity sewer was
cleaned,
• All high priority lines were inspected and right-of-ways and/or easements were properly
maintained.
• All Lift Stations were visited weekly by maintenance personnel and equipment corrective
and preventative maintenance was performed as scheduled or needed.
Pra-ects•
Crews from Lumberton Public Works have replaced approximately 800 linear feet of 12"
concrete gravity sewer mains on French Avenue & 6th Street with SDR 35 PVC pipe of the same
diameter as the original pipe. This project also included replacing 1 masonry manholes with
new precast concrete manholes. This project was funded from the operation budget.
Additionally, our Public Works will begin replacing approximately 200 linear feet of concrete
sanitary sewer off of West 5th Street this summer (2017). The project will require the relocation
of the existing alignment to a new sanitary sewer easement, This project will be funded thru
the City's Water and Sewer Capital Improvement Fund.
The City has been awarded a NC CWSRF funding for the design and construction of another
collection system rehabilitation project in three separate locations. All total the total project
cost is estimated to be approximately $1,000,000 for all three combined areas. Plans have
been prepared and submitted for permits. The project includes the following areas;
1. The Lambeth Street /Musselwliite Circle project area, This community has experienced
SSO's in the past due to heavy I/1 during rain events. The project will consist of slip
lining existing concrete pipe with a cured in place pipe lining and replace or rehabilitate
existing manholes and services, The Lambeth Street project is expected to cost
approximately $600,000.
2. Ramada Inn Lift Station force main replacement. The existing asbestos cement force
main pipe from the Ramada Inn lift station to its discharge point has had several
operational breaks over the last 8 years. This phase of the project will replace the entire
run offorce main with new SDR 21 PVC and ductile iron pipe. The Ramada Inn force
main replacement is expected to cost approximately $100,000
3. Lackey Street and 1-95 Sewer Rehabilitation. This project will target slip lining and
manhole rehab along the 1-95 service road (Lackey Street) and will include lining the
existing 18" gravity pipe under 1-95.

Permits:
The City was issued the following sewer extension/improvement permits by
NCDENR during the report period:
• WQ0038565- For the construction and operation of approximately 824.04
linear feet of 8-inch SDR 35 PVC as part of the Northeast Pointe
Apartments project, and the discharge of 18,720 gallons per day.
• WQ0038566- For the construction and operation of approximately 790,
linear feet of 3-inch SDR 21 PVC force main, and a 70 GPM @ 25 TDH
pump station with permanent generator w/ATS as part of the Northeast
Pointe Apartments Project.
• WQ0039236- For the construction and operation of approximately 425
linear feet of 4- iiich PVC force main as part of the VFW Road Street and
Utility Repairs,
• WQ00392269- For the construction and operation of approximately 31
linear feet of 8-inch gravity sewer and 250 linear feet of 12-inch PVC
gravity sewer as part of the West 5th Street Etnergency Sewer Repair Project.
