The City of Lumberton is pleased to present the annual report on the performance
of the Wastewater Collection System, to customers and the North Carolina..,
Department of 'Environment and Natural Resources. This report period is from July
1, 2018 to June 30, 2019 and is based on 12 months of performance.
The City of Lumberton was issued its initial permit on December 9, 2008 for the
operation and maintenance of a wastewater collection system consisting of
approximately 112 miles of gravity sewer, approximately 30 miles of force main,
and 37 duplex pump stations. The permit was effective front. Februaly 1, 2009 until
;January 31, 2017.
The permit was renewed on November 3, 2016 for the operation and maintenance
of a wastewater collection system consisting of approximately 150.58 miles of
gravity sewer, approximately 36.1 miles of force main, 1 simplex and 45 duplex
pump stations. It will be effective from February 1, 2017 until January 31, 2025.
The system is monitored, managed, maintained, and operated by the Public Works
Department, which is directed by Rob Armstrong and Corey Walters. Responsible
persons in charge are: Kevin Burns (ORC), Russell Hill and Timmy Cain (Backup

Performance:
0 The system performed satisfactorily for the report period, conveying
approximately 3,026,896,000 gallons with an average daily flow of
8,293,000 gallons.
6 The wastewater collected by the system was treated by the City of
Lumberton.'s Wastewater Treatment Facility (NC0024571) prior to being
disposed into the receiving stream.
a Total sanitary sewer overflows for the report period were estimated at
749,500 gals, which is approximately 0.0248% of total volume conveyed.

Preventive Maintenance:
• The system was operated and maintained on a daily basis and preventive
maintenance was performed as scheduled to meet permit requirements.
• Approximately 10.18% (80,985 ft) of the systems permitted 795,907 ft of
gravity sewer was cleaned.
• All high priority lines were inspected and right-of-ways and/or easements
were properly maintained.
• All Lift Stations were visited weekly by maintenance personnel and
equipment corrective and preventative maintenance was performed as
scheduled or needed.
Projects:
Crews from Lumberton Public Works have replaced approximately 400 linear feet
of 8" concrete gravity sewer mains on West 5th Street and Starlite Drive and
approximately 400 linear feet of 8" concrete gravity sewer on W 5th Street near
the Airport Lift Station with SDR 35 PVC pipe of the same diameter as the original
pipe. These projects were funded from the operations budget.
Also in 2018-2019, the City constructed a NC CWSRF funded a collection system
rehabilitation project referred tout the 2016 priority repairs. The project
included:
® Clean and CCTV approximately 10,110 linear feet of 8, 10, 12 & 15 gravity
sewer
• CIPP Lining of approximately 7,250 linear feet of 8, 10, 12 & 15-inch gravity
sewer
• Replaced approximately 1,450 linear feet of 8-inch gravity sewer
• Replaced approximately 2,550 linear feet of 8-inch force main with 10-inch
force main
