Project Description

Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application
Crest Mountain is an active gated residential community initiated by its previous owners in the mid -90's Previous owners
declared bankruptcy in 2009 The current owner purchased the project in 2012 At the time of most recent purchase over
twenty parcels had been sold, many with homes built There are currently 28 lots platted for sale and an additional 146
lots being platted for future development At the time of the 2012 purchase, approximately 1 75 miles of paved roads were
completed on the project site, an additional 1 4 -miles of paved roads are in the process of being built At the time of the
purchase in 2012, gas, sewer, water, and electrical utility line infrastructure was installed alongside existing paved roads
Utility infrastructure is being extended alongside newly paved roads
Surrounding land use in the vicinity of the project includes rural residential, commercial, and public recreation areas The
French Broad River is located less than one mile north of the project boundary and the City of Woodfin is located
approximately two miles northeast of the project boundary

Explain the purpose of the proposed project
As part of the Crest Mountain development, the purpose of the stream crossing is to provide access to five residential lots
(92 -96) Access to these lots is restricted due to property ownership and topographic barriers, necessitating this stream
crossing project

Describe the overall project in detail, including the type of equipment to be used
ENV -ECS, Inc staff completed a site visit on Dec 13, 2013 The project site was observed as having had grading work
performed for new road construction with an area cleared up to the stream banks and the installation of a temporary 6 "x
40 If plastic drain pipe in the stream channel at the proposed crossing Additionally, a V long nprap check dam with silt
fence was installed in the stream channel below the area of grading
ENV -ECS, Inc completed an assessment at the project site and classified the stream channel as UT- French Broad River,
a jurisdictional water of the US The project engineer, Brooks Engineering out of Asheville, NC has designed an
appropriate sized culvert with drop inlet for the proposed stream crossing (see 2 attached detail sheets) The new culvert
will be an 18" x 48 if HDPE with a 4 17% slope The proposed culvert invert will be 7' below the nm elevation of the drop
inlet in order to reduce pipe slope and outlet velocity Below the proposed culvert, disturbed areas adjacent to the stream
will be seeded and stabilized
Proposed work will be completed as follows Erosion control measures will be installed per aproved plans Above the
project site a temporary sandbag diversion with a pump around or alternative measure will be setup, so all work can be
performed in the dry Contractor will rough grade, install drop inlet, pipe and outlet protection Once all work is complete,
the temporary diversion will be removed All disturbed areas will be stabilized with an erosion control seed mixture which
will be applied with a tackifier and fertilizer to ensure successful germination
Typical equipment will be used in performing work at the project site including track hoe for grading work, dump truck for
transport of materials, and bull dozer for final grading

The stream crossing is intended to provide access to five lots, 92 -96 Access to these five lots cannot be achieved
utilizing an existing stream crossing located 300' below the proposed crossing due to steep topography, the new road
