Dear Mr. Williams and Ms. Hanewood:
The North Carolina Department of Transportation (NCDOT) is proposing ro replace the subject bridge. The
purpose of tlie project is to replace a fimctionally obsolete 36" L x 20.2' W single span [imber bridge with a
new 34' W by 6' H reiuforced coucrete bot[omless culvei�t. An off-site detour will be used to convey h'affic
during construction. The project will also include some minor approach work on the existing roadway.
Please find euclosed a PCN application, Stormwater Management Plan, permit drawivgs, buffer drawings, a
USGS quad map, and photograplis.
Tlie No�th Carolina Natural Heritage Database was checked for records of threatened and endangered
species. The database lists no species for Alamance County that have federal status. The Bald eagle is
protected in every county in Nor[h Carolina ui�der the Bald and Golden Eagle Protection Act. No suitable
feeding/water source is located withiu one mile of the project study area to support Bald eagle habitat.
This project �vas reviewed by NCDOT's Human Environment Unit in 2012 for potential affects to historical
architecture and Trchaeology. It was determined that no suivey was required for historical architechue. A
survey was conducted for arcl�aeology and it was determiued there would be no effect. The Ward Mill
structure and the mill race canal feature are located outside of the project area, approximately 250-300 feet
no�fih of the bridge. Avoidance of these features is rewmmended.
NCDOT best management practices (BMPs) will be used to minimize and coutrol sedimentation and erosion.
The cousG�uction foreman will review the BMPs daily [o ensure erosion and sedimentatiou is being
effectively controlled. If the foreman determives the devices are not functioning as intended, they �vill be
replaced immediately with better devices.
Impacts to Waters of the United States
Cane Creek (DWR Class: WS-V, NSV1� is shown on the USGS topographic map as a perenuial stream. The
chan�el is well defined with a substrate primarily composed of sand, silt, and gravel and is approximately 11
to 12 feet in width. Cane Creek flows approximately 22 miles [o its confluence with the Haw River, which
then flows approximately 16 miles into Jordan Lake. The Haw River meets tlie definition of a Traditional

Navigable Water. Por these reasous, we believe Cane Creek is a Relatively Permanent Water aud is under
the jurisdiction of the U.S. Anny Corps of Engineers. In order to caustruct the project, it will be necessTiy to
impact waters of the United States in the Cape Fear River Basin (HUC 03030002). Specifically, NCDOT is
requesting to replace Bridge No. 154 with a reinforced concrete bottomless culvert. The impacts are listed in
the table below:

Traffic will be detoured off-site. Erosion and sedimentation control measures will be installed. Water will be diverted around ihe
construction area. The old bridge will be removed. The proposed stuclure will be replaced on its existing alignment. The new
culvert structure wlll ba a reinforced concrete bottomless culvert with a width of 34 feet and a height of 6 feet. The channel will
be excavated and realigned for low Flow shaping and a floodplain bench with stabilization will be established on each bank.
Equipment to be used includes a Irack hoe, dump truck, paving equipmenl, pumps, and various hand tools.

project is to remove and replace a siruclurally deficient bridge and replace it wilh a boltomless culveA. Roadway approach
work is minimized as much as Is praclical to reduce the overall project footprint. Impacts to lhe associated protected riparian
buffers have also been reduced by promoting sheet Tlow as well as providing grass shoulders to promote infiltration. An off-
site detour will be employed to avoid the need for a temporary parallel structure. Bank stabilizalion will be minimized to those
areas where deemed necessary.

Erosion and sedimeniation BMPs will be inslalled prior to conslruclion. Water will be diverted around the work area to prevent

Per Ihe NC DWQ April 10, 2004 Version 2.1 Cumulative Impacts policy, small scaie public transportalion projecis — such
as widening projecls, bridge replacemenls and fntersection improvements — have a°low potential for cumulaiive impact
since little (if any) new impervious surFace is added and the projects are usually in already developed locales." This
proposed project is within a somewhat developed landscape (i.e. existing residential homes in the vicinity), lhis is not a
road on a new location (i.e. there is an exisling road and bridge structure and thus, the area already contains impervious
surtaces) and lhe project drains to Cane Creek which is Water Supply (WS) V; Nutrient Sensitive Waters (NSW) (i.e. not
HWQ or ORW or 303(d) listed waters). We anlicipate the NC DWQ will advise us if a qualitative or quantitalive analysis
is needed.

The project was submilled to the North Carolina Department of Transportation's Human Environmenl Unil for review in
2012. It was determined that no survey was required for historic architecture. A survey was performed for archaeology
and il was determined the projecl would have no effeci on archaeological resources (see attached documents). The
Ward Mill struciure and lhe mill race canal feature are located approximately 250300 it north of ihe bridge. Avoidance of
these features is recommended.
