Hi Jamie,
Per our phone call just now, here is some information on the transfer process along with an unsigned PDF copy of the
NOI letter and inspection report.
There are several options available to transfer a permit, as summarized below. Specific submittal requirements for each
type of transfer below are listed in the referenced statute and on the transfer application form itself found on this
website:
1.) Upon the request of the current permittee and the proposed permittee, where both entities sign the transfer
application;
2.) Upon the request of the current permittee to an HOA or POA, where only the current permittee signs the
transfer application. (NCGS 143-214.7(c2))
3.) Upon the request of a successor owner of the property on which the permitted activity is occurring or will occur.
(NCGS 143-214.7(c5))
Upon receipt of a complete transfer application package, a site inspection will be conducted to determine compliance
with the permit. A checklist of the required items and documentation can be found in Section C of the Permit Transfer
Form linked above.

Hi Trentt,
Jessie just handled one of these for a subdivision in NHC and if there is overbuilding, I'm asking her to do the same thing
with this one. There are a couple ways to approach this.
If the BUA has been there for a while, then it should show up on aerial imagery. I'm going to ask her (or you can too) to
take look at this one via Google Earth to see if there is any obvious overbuilding. If it does, then we can do a file review
to "inspect" it for excess BUA and send a letter based on that.
If we don't see any obvious overbuilding or it was too recent to show up via that or similar resources, then it would be
great if you could do an inspection and report back to Jessie.

How do you want to handle this? Do you need to assign it to an engineer, or I can look at it and let you know
what I find and then assign it if you need to? I am afraid we are going to run into an exceedance of BUA, it
looks like they have poured concrete in multiple areas that were to be left impervious.

Trent, Amy in Surf City gave me your email. this is regarding people on James ave in surf city covering way more of the
allowable coverage on their lots James ave allows for 3660 sq ft of coverage for each lot, there are 2 houses on each lot
which nets out at 1830 sq ft per house, Enclosed is picture of just a couple of houses at the end of st on right, concreted
the whole front yard I'm sure these houses are over covered these lots are small.

On April 17, 2008, the Wilmington Regional Office issued a High Density Stormwater
Management Permit to you for Royal Palm Development. Per the requirements of the
permit, a copy of the recorded deed restrictions must be forwarded within 30 days of the
date of recording. Additionally, the project's stormwater controls must be certified by an
appropriate professional that they have been built in accordance with the approved
plans. A review of our files indicates that, as of this date, neither a copy of the recorded
deed restrictions nor the required Designer's Certification has been received in this
Office.
Failure to provide the Designer's Certification or to record and/or provide a copy of the
recorded deed restrictions prior to selling lots are violations of your permit, and subject
to enforcement action. Please forward the required Designer's Certification and a copy
of the recorded deed restrictions to this Office at the address below by March 18, 2010,
or enforcement action may be initiated and may include recommendations for civil
penalties and revocation of the permit.
