The Town of Vass Wastewater Plant is located on South Street in Vass, North Carolina,
and operates under Permit No. NC4'074'3737'? The facility is designed to treat 60,000
gallons per day and consists of a bar screen, flow splitter box, two aeration basins, two
clarifiers, and a liquid chlorination/de-chlorination system. The treatment plant uses a
biological treatment process to remove pollutants in the wastewater that can potentially
be harmful to the environment and to the receiving stream. The facility uses aerobic
digestion to treat the sludge removed from the treatment process and the sludge is taken
to the Moore County Water Pollution Control Plant for disposal. These processes are
maintained by operators certified by the State of North Carolina, and are inspected yearly
by the North Carolina Department of Environment and Natural Resources (NCDENR),
Division of Water Quality. Reports are submitted monthly to the State that contain all the
results of testing done on the incoming raw wastewater and treated water discharged from
the plant. The Vass Wastewater Treatment Plant (WWTP) passed with a satisfactory
rating on this year'se,inspection. The treated water from the facility is discharged into.
Little River in the Cape Fear River Basin. The wastewater enters the facility from a
collection system that is made up of approximately 8.63 miles of gravity sewer lines and
force mains. As part of this collection system, there are two pumping stations that help
transport the wastewater to the gravity lines. Moore County is the owner of the
wastewater plant and collection system.

In an effort to keep the citizens of Moore County and the Town of Vass informed, the
Moore County Public Works Department has compiled Annual Reports on the
performance of the Moore County Water Pollution Control Plant and Collection System
as well as the Vass Wastewater Treatment Plant and Collection System. Copies of these
reports have been posted on the county website. They can also be obtained in person at
the Moore County Public Works building located at 5227 US Hwy 15-501 in Carthage or

During the week of May 25-29, 2009, the Town of Vass Wastewater Treatment Plant
exceeded the weekly average of 45.0 mg/L. On May 26, the BOD result was 68 mg/L.
Additional samples were not collected. Seasonal variations in temperature affected the
dissolved oxygen levels in the plant causing the. violation.

On. October 5, 2007, The Town of Vass Wastewater Treatment Plant exceeded the weekly
average of 45.0 ing/L for BOD during the week of September 30-October 6. On the 2' of
October the BOD was 108 mg/L. Additional samples were collected but the weekly average
could not be reached. After careful evaluation of the circumstances, a cause could not be
determined.
November 2007
Moore County Public Works had a discharge of an estimated 500 gallons of untreated wastewater from a
manhole at 135 James Street in Vass on November 14, 2007. The discharge occurred while the camera
was being used to inspect the line for Inflow and Infiltration. The blockage occurred due to wire and
debris in the line. The sewer line was rodded and cleared of debris. The discharge continued for
approximately .4 hour. It is estimated that 500 gallons entered a tributary to Horse Creek, DWQ was
notified on November 15, 2007 at 8:15am,

wastewater enters the facility from a collection system that is made up of approximately 8.53 miles of
gravity sewer lines. As part of this collection system, there are two pumping stations that help transport
the wastewater to the gravity lines. Moore County is the owner of the wastewater plant and collection
system.

On October 5, 2007, The Town of Vass Wastewater Treatment Plant exceeded the weekly
average of 45.0 mg/L for BOD during the week of September 30-October 6. On the 2nd of
October the BOD was 108 mg/L. Additional samples were collected but the weekly average
could not be reached. After careful evaluation of the circumstances, a cause could not be
determined.
November 2007
Moore County Public Works had a discharge of an estimated 500 gallons of untreated wastewater from a
manhole at 135 James Street in Vass on November 14, 2007. The discharge occurred while the camera
was being used to inspect the line for Inflow and Infiltration. The blockage occurred due to wire and
debris in the line. The sewer line was rodded and cleared of debris. The discharge continued for
approximately Y2 hour. It is estimated that 500 gallons entered a tributary to Horse Creek. DWQ was
notified on November 15, 2007 at 8:15am.

Plant for disposal. These processes are maintained by operators certified by the state of
North Carolina and are inspected yearly by the NCDENR. Reports are submitted
monthly to the state that contain all the results of testing done on the incoming raw
wastewater and treated water discharged from the plant. This facility has had only two
violations of permit limits set by the state and passed with a satisfactory rating on this

seasonal changes and the high level of surfactants coming into
the plant from the laundry mat. The MBAS grab results of
March 26 were 14.0 on the Influent and 0.33 on the Effluent.
These are high enough concentrations to cause the plant
problems since the flow from the laundry mat is between a third
and a half of the total flow to the plant. We also sampled a
second time that week but the second sample put us out for the
month.

The Moore County Water Pollution Control Plant is located at 1060 Addor Road in
Pinebluff, North Carolina and operates under Permit # NC0037508. The facility is
designed to treat 6.8 million gallons a day (MGD) and consist of a raw sewage pump
station, a mechanical bar screen, grit removal system, three sedimentation tanks, two
aeration tanks, two digesters, and a chlorination/dechlorination system. The treatment
plant uses a biological treatment process to remove pollutants in the wastewater that can
potentially be harmful to the environment and to the receiving stream. The facility uses
anaerobic digestion to treat the sludge removed from the wastewater and sand drying
beds are used to dry the material that is taken to a lined landfill. These processes are
maintained by operators certified by the state of North Carolina and are inspected yearly
by the NCDENR. Reports are submitted monthly to the state that contain all the results
of testing done on the incoming raw wastewater and treated water discharged from the
plant. This facility has been in compliance with all permit limits set by the state and has
passed with a satisfactory rating on this year's inspection. The treated water that is
discharged from the facility goes into Aberdeen Creek in the Lumber River Basin. The
wastewater enters the facility from a collection system that is made up of approximately
15 miles of gravity sewer lines that is capable of handling 32 MGD. This interceptor
system is tied into the collection systems of the Town's of Aberdeen, Carthage, Pinebluff,
Pinehurst, and Southern Pines. The facility also gets flow from Camp MacKall through a
line that feeds directly into the facilities pump station. As part of this collection system
there are 13 monitoring stations that record flow information and three pumping stations
that help lift the wastewater to the gravity lines. Moore County is the owner of the
wastewater plant and collection system. It is also responsible for the Pinehurst Collection
system that is made up of over 20 miles of force mains and 150 miles of gravity lines.
American Water Services, Inc. is the contract operator at the wastewater plant and works
with the Public Utilities department to maintain the interceptor lines and stations in the
system.

10/9/2000 There was an overflow at the Pinehurst #LS 3-4 pump station located next
to Pinehurst Golf Coarse #8 that was caused by a leaking Force Main. The
spill was approximately 5,000 gallons that did not reach any surface water
and there were no environmental problems as a result. The state was
notified and public notice was given.
10/19/2000 There was an overflow at the Pinehurst # LS 3-4 pump station located next
to Pinehurst Golf Coarse#8 that was caused by a malfunctioning Blow -off

2/7/2001 There was an overflow at the Southern Pines #4 pump station located at the
corner of Midland Road and US 1 that was caused by the failure of an air
compressor that is responsible for the level control of the station. The spill
was approximately 15,000 gallons that did not reach any surface water and
there were no environmental problems as a result. The state was notified
and public notice was given.
March 2001 No overflows or permit violations.
April 2001
4/11/2001 There was an overflow on Gingham Lane that was caused by a stoppage in
the sewer line caused by roots and debris. The spill was approximately 350
gallons that reached a pond off Gingham Lane, but there were no
environmental problems as a result. The state was notified and public
notice was given.
May 2001

5/7/2001 There was an overflow at the Pinehurst #LS 10-1 pump station located on
lake front of Lake Pinehurst that was caused by a stuck air valve on the
station. The spill was approximately 100 gallons that reached Lake
Pinehurst, but there were no environmental problems as a result. The state
was notified and public notice was given.
5/14/2001 There was an overflow of a manhole located at 40 Lake Shore Road that
was caused by a malfunction of Pinehurst #LS 10-2 pump station., The spill
was approximately 500. gallons that reached Lake Pinehurst, but there were
no environmental problems as a result. The state was notified and public
notice was given.
June 2001
III. Notification
No overflows or permit violations.
The availability of this report will be advertised in the local papers circulated in the
Moore County area and a public notice will be placed at the Moore County Public
Utilities Building. This notice will inform all users and/or customers of the Moore
County Water Pollution Control Plant that a report on the performance of this facility is
available for their review. Anyone that wishes to have a copy can get them at the Moore
County Public Utilities building located at 5227 US 15-501 in Carthage, North Carolina
or can receive one by mail if requested.
IV. Certification
I certify under penalty of law this report is complete and accurate to the best of
knowledge. I further. certify this report will be made available to all users and/or
