(Authorization Certificate) dated .January 14, 2013 replaces the WQC.and Authorization, Certificate,dated
November 19, 2013. In this replacement WQC and Authorization Certificate, the deadline for payments for
mitigation has been extended to, ensure-that the City of Raleigh has enough time to process the invoices and
make payments to the mitigation providers. In addition, the•mitigation provider for stream credits has been
changed from EBX to the Ecosystem Enhancement Program (EEP). No other changes to this WCaC and
Authorization Certificate have been made.
