High priority lines shall be inspected by the permittee or its representative at least once every six -months and inspections documented per 15A NCAC 02T.0403(a)(5) or the permittee's individual System -Wide Collection permit. Box 26 Troutman, NC 28166 NORTH CAROLINA Environmental Quality September 19, 2019 Subject: Weathers Creek Sewershed (served by Westmoreland Road Pump Station — WQ0030370) Residential Flow Reduction Approval Iredell County Dear Mr. Longino: On July 23, 2019, the Division of Water Resources (Division) received a request for an adjusted daily sewage flow rate (flow reduction) that would apply to all permitted but not yet tributary residential connections and all future residential connections within the Weathers Creek Sewershed (served by the Westmoreland Road Pump Station) service area. In accordance with 15A NCAC 02T .0114(f)(2), the Division has evaluated the request, and based on the data submitted and the Division of Water and Infrastructure (DWI) guidance, the Division hereby approves for use by the Town of Troutman an adjusted daily sewage design flow rate for the Weathers Creek Sewershed with the following conditions: • The flow reduction is applicable to residential single family dwellings only. • The minimum flow for 1 and 2 bedroom dwellings shall be 170 gallons per day. • Each additional bedroom above two bedrooms shall increase the volume by 85 gallons per day per bedroom. • This flow reduction shall not apply to sewer extension applications and/or permits for any other public or private organizations whose wastewater flows are or might become tributary to the Town of Troutman collection system (WQCS00258). Future sewer extension applications should be made using the flow reduction amount stated above. All other aspects of the permitting process remain unchanged, and all applications must be in compliance with the statues, rules, regulations and minimum design criteria as certified by the owner and engineer. Regardless of the adjusted design daily wastewater flow rate, at no time shall the wastewater flows exceed the effluent limits defined in the NPDES Permit for the treatment facility or exceed the -capacity of the sewers downstream of any new sewer extension or service connection's). The following applies: Many new developments have submitted sewer extension permit applications within a few years, and the Obligated, Not Yet Tributary Flow is based on full build out of every development at design flow rates. It is expected that actual flows per house will be less than design flows and that some developments will not fully build out. Furthermore, it will likley take many years for the developments to build out. Therefore, the Town of Troutman will begin planning for increasing the capacity of this pump station but will not yet begin permitting and construction. Rather, the Town will monitor the rate of home constriction and associated increases in flow, and will begin upgrades to the pump station in time to handle any flow exceeding current capacity. Note that at the current rate of activation of obligated flow, such upgrades would not be needed for 17 years. However, the Town is aware that the rate may increase and therefore will monitor it. Therefore: Given reasonably expected conditions and planning information, there is sufficient justification to allow this flow to be permitted, without a significant likelihood of over -allocating capacity in the system infrastructure, I understand that this does not relieve the collection system owner from complying with G.S. 143- 215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal system.
