4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: *
The site is currently divided into three land uses: agricultural, undeveloped wooded areas, and a decommissioned wastewater treatment facility formerly owned by the town of Fuquay-
Varina. The surrounding land use is primarily residential or undeveloped with small pockets of agricultural land. The site is located approximately 1.25 miles south of the center of
downtown Fuquay-Varina.

4h. Explain the purpose of the proposed project: *
Construction of a 1,450 student public middle school that will replace the existing Fuquay-Varina middle school, which is currently overcrowded and cannot accomodate the existing need.
The replacement school will provide a track, football field, basketball court, softball field and bring provide all the current program elements required fora current WCPSS middle school.
The existing Fuquay-Varina Middle School is overcrowded, is creating nuisance issues on public streets due to queing and parking, does not have a track or separate softball field, and
faces a significant number of constraints limiting the ability of the school system to continue to utilize the site as a middle school through renovations.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: *
The proposed new middle school will be able to accomodate 1,450 students and will consist of three stories totaling approximately 242,547 square feet. In addition to the primary school
building, construction will include landscaping, lighting, stormwater management facilities (a bioretention cell), athletic fields, and the installation of utilities to support the parking area.
Construction will be performed by standard commercial construction equipment. No specialized equipment not regularly seen on commercial projects is anticipated.

S&ME performed a delineation of the site and submitted a PJD to the USACE on July 24, 2020. The USACE preformed a site visit to verify the delineation on August 20, 2020. A copy of
the confirmation email and associated Feature Exhibit are attached.

21. Comments:
Impacts 1 and 2 are required for site access roads, resulting in a permanent loss of 0.10 acres for Impact 1 and 0.002 acres for Impact 2. At Impact 1, a
culvert will be installed to allow for the continued passage of water off site. The remainder of the impact will be the result of grading and fill for the
proposed road. Impact 2 will solely be the result of grading and fill for the additional proposed access road. Impact 3 results in a permanent loss of 0.15
acres of wetland for grading required to support the program elements which have been mandated by the school system. Impact 4 results in a loss of
0.20 acres of wetland due to grading to support the parking facilities required by the Town of Fuquay-Varina and the school system.
E. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
This site was purchased by WCPSS for the purpose of constructing a new elementary school (E-49) and a replacement middle school for the existing
middle school. Early master planning desired the two schools to be cited as a Campus so the facility could collaborate and work as a cohesive unit.
When 5-acres of wetlands were identified on site, the middle school was shifted to useable land area to the east and the future elementary school will be
located on the usable land area to the west (+/-14 acres). NCDOT requires that all schools separate bus and parent traffic. The bus/staff entrance is
located from the north where an existing public right of way is located. This drive is located as far north as possible parallel to required landscape
buffers. The resultant width shows the grading ever so slightly encroaching into the wetlands. The parent drive to the south is similar and is located
parallel to the south property line outside the required riparian buffer. The resultant width encroaches into the wetlands. Other impacted wetland areas
are a result of program elements required to meet state standards for a public middle school and WCPSS standards. The proposed area to be cleared
has been minimized as much as practicable in the design of the project. Appropriate sediment and erosion control practices equaling those outlined in
the most recent version of the "North Carolina Sediment and Erosion Control Planning and Design Manual" will be used to minimize impacts to the
wetlands.

Specific attention will be paid to ensure grading is only performed to the extent needed for the proposed project and all grading not required will be
avoided. Additional impacts to the jurisdictional stream will be avoided through the use of appropriate sediment and erosion control devices.
