The Compass point Mitigation Site is part of the RES Yadkin 01 Umbrella Mitigation Bank, located west of Pulliam Road, approximately 4.5 miles northeast of Booneville, in Yadkin County, North Carolina. The purpose of this letter is to confirm the third (MY1) release of credits for this mitigation site. Pursuant to the Mitigation Banking Instrument (UMBI) entitled, Agreement to Establish the RES Yadkin 01 Umbrella Mitigation Bank, approved December 4, 2019; and the site -specific Compass Point Final Mitigation Plan dated August 2019, ten percent (10%) of the mitigation site's total restoration and enhancement credits shall be available for sale immediately upon completion of the required tasks pursuant to the Mitigation Plan. By copy of this correspondence, we confirm that you have satisfied the above requirements for the MY credit release for all parcels within the bank; and 415.5 SMU's constituting 10% of the mitigation site's total restoration and enhancement credits are now available for sale. Including this credit release, 1,662 SMU's have now been released for the Compass Point Mitigation Site which totals, 40% of the 4,155 total credits approved for release, as detailed in the approved final mitigation plan and revised in the As -Built Report. The NCIRT provided the following comment in response to the MY report review. Please address and track continued progress of these issues in MY2. These include: 1. Please list species installed as part of supplemental planting efforts. This was done for Twiman, but not Scout or Compass Point. 1. What species were planted in the January 2021 supplemental planting? Thank you for including areas that were supplementally planted on the CCPV. 2. All three projects had some veg plots with only 2 or 3 species present. Since this is only MY1, please consider species diversity when potentially supplemental planting in these areas. 3. Cross -Section 11 MY1 data was not included in Appendix D. Please update in MY2 report. 4. Continue to monitor and report about the channel incision shown in Cross Section 12 and 13. Were any other signs of channel or structure instability present? 5. Continue to update the IRT regarding efforts to remove black walnut stems from the site throughout monitoring. 6. Continue to monitor and report the conditions, particularly the presence/depth of substrate within the culverts and the culvert stability. Thank you for your time and cooperation. As requested, 10% credit is being released for satisfying the third release requirements pursuant to the Mitigation Banking Instrument (UMBI) entitled, Agreement to Establish the RES Yadkin 01 Umbrella Mitigation Bank, signed by USACE on November 25, 2019, and the Compass Point Final Mitigation Plan, dated August 2019. In accordance with the plan as adjusted by the As -Built Baseline Report, 415.5 stream mitigation units are now available for the Compass Point Mitigation Site.
