3. Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application: Site has significant flooding issues upstream of the cross line pipe. Site is surrounded by wooded land and
residential and business properties.

3d. Explain the purpose of the proposed project: Due to sewer line conflicts this pipe cannot be replaced at this time,
therefore the only method to facilitate positive flow and alleviate flooding is to clean out the stream channel below the pipe.
3e. Describe the overall project in detail, including the type of equipment to be used:
Durham County Maintenance proposes to clean out 280ft of a stream below the cross line outlet, to alleviate flooding
concerns in the area. The proposed access will be from the west side of the creek. The disturbed area will include a width
within 30ft of the channel and will extend the length of stream cleanout 280ft with Buffer Zone 1, plus the access path through
Buffer Zone 2 that would measure roughtly 20ft x 20ft. Approximately 10 trees will need to be removed for equipment access.
Only clearing no grubbing will be involved. Following the work, any disturbed portion of riparian buffer will be seeded and
mulched and then replanted with hardwood seedlings. The clean out will be conducted in the dry, sandbags will be used for
dewatering and site containment. Any standing water within the channel will be pumped out first. Material excavated from the
channel will be hauled offsite. The banks of the newly cleaned channel will be sloped and not left vertical and will be seede d
and matted with coir fiber matting. Equipment may include an excavator and or a backhoe, with dump trucks used on the
roadway.
