Enclosed is a NWP 12 application for your review. This application is submitted on
behalf of Mr. Frank Styers with the Cape Fear Public Utility Authority for the construction of
45,000 linear feet of sewer line within the Marquis Hills subdivision in Wilmington, NC. The
project will provide residents in the Marquis Hills area with a safe, dependable public sanitary
sewer system. Currently residents utilize private eeptic tanks for treatment of wastewater and
significant portion of the septic tank systems have failed, are non - operable, and beyond their
useful service life. This project will eliminate all septic tanks within the project area. The
County has attempted to minimize impacts as much as possible in the site design. However,
temporary impacts to 0.54 acre of wetlands, 95 LF of stream, and 0.002 acre of an RPW are
needed to install the line. The impact areas will be returned to preconstruction grade and seeded
once the installation is complete.

The Marquis Hills Area Sewer Extension Project will provide residents in the Marquis Hills area with a safe, dependable public
sanitary sewer system. Currently residents utilize private septic tanks for treatment of wastewater and significant portion of
the septic tank systems have failed, are non - operable, and beyond their useful service life. This project will eliminate all
septic tanks within the project area. Wastewater collected in Marquis Hills will be conveyed to the CFPUA Southside
Wastewater Treatment Plant for treatment. Approximately 639 septic tanks will be abandoned and connected to the proposed
sewers stem.

The project is comprised of 45,000 linear feet of 8 -inch sanitary sewer pipeline and will primarily serve the residents of the
Marquis Hills area. The pipe will be constructed via open cut methods ublizing standard mechanical excavation equipment.
