8. PROJECT SUMMARY: The applicant proposes to construct a pier, platform, finger piers, mooring piles,
gtazebos, cement walkway, boat ramp and launch pier in association with amixed-use residential
development. Installation of riprap along the shoreline is also proposed.

Proiect setting
The project site is located off NC Highway 32 on the upstreatm side of the Albemarle Sound
Bridge on the south side of the Albemarle Sound near Roper in Washington County, North Carolina.
The size of the entire tract is 46.37 acres. The tract has been denuded of the maj ority of vegetation in
preparation for the construction of mixed-use residential development. A f 15' high natural bluff
dominates the approximately 1011 linear feet of shoreline. The average distance from the toe of the
erosion escarpment to the Normal Water Level is X12'.
The adj acent property on the upstream (western) side is a developed residential lot with a pier
and riprap along the shoreline. The adjacent property on the downstream (eastern) side is an
undeveloped lot.
The Albemarle Sound is classified as SB by the Environmental Management Commission at
the project site. The Albemarle Sound is Coastal waters and is not open to shell fishing.
Proiect description
The applicant proposes to rip rap X1024' of shoreline. Approximately 51 linear feet of the
proposed riprap will be below the NWL. The remaining 973 feet of riprap will be located above the
NWL. The applicant proposes to construct a ~6' by ~ 185' pier with a t6' by X26' T-Head platform
on the terminal end. Four ~2' by ~ 10' finger piers will be located near the T-head platform to create
ten fixed boat slips. Twelve mooring pilings will be installed in association with the boat slips.
Construction of a f 12' by X25' boat ramp is proposed on the downstream side of the property.
Riprap groins, 25' in length, will be located on both sides of the proposed boat ramp. A ~5' by X40'
launch pier is proposed adjacent the boat ramp.
Three 20' by 28' wooden decks with a 12' by 12' covered gazebo located on the decks are
proposed along the len~~th of the shoreline. These structures are located a r~~~imately 40 an ward

proposes 7 condominiums, 21 town homes, 75 single-family home sites, and parking for the
proposed boat ramp on the upland portion of the tract.
Anticipated facts
The project will result in localized turbidity as a result of the construction of the boat ramp,
riprap and pier structures. The construction of the boat ramp, riprap, and groins as proposed will
result in the filling of approximately 1654 ft2 of Sound bottom. Additionally, the piers, finger piers
and platform will shade approximately 1,546 ft2 of Sound bottom. The total upland disturbance is
approximately 45 acres.

2. Purpose of Development: Mixed use residential development.
Shoreline stabilization and private community water access
3. Property: 46.37 acres adjacent on the south side of the Albemarle Sound just west of the NC Hwy 32
Bridge in the Community of Pea Ridge. Shoreline consists of a sandy beach and 10-12 tall bluff subject to
erosion and sloughing during storm events. No wetlands exist on site. No SAVs were observed during the
water depth survey and SAV investigation.

6. PROPOSED DEVELOPMENT:
• 230 LF X 6 ft wide wood pier (184.75 ft waterward of NWL, 45.25 landward of NWL to include
stairs going down slope over proposed riprap)
• Pier will contain - 10 boat slips, 4 finger piers, 12 tie pilings, 26ft X 6 ft T-head platform, two
stairs on either side of pier to access soundside beach
• Emplacement of 973 LF X 20 ft wide riprap shoreline stabilization (landward of NWL in attempt
to retain soundside beach) at base of erosion escarpment.
• 51 LF X 4 ft avg. X 1 ft depth of this rip rap stabilization will occur in the will occur waterward
of the NWL at west end of property and will tie into the exiting riprap stabilization. Maximum
distance waterward of NWL is 6.6 ft.
• Vegetation clearing and grading of area underneath riprap and also landward of proposed riprap to
soften erosion escarpment on highground bluff and create a non erosive slope (6V :1H) behind rip
rap, and re-vegetate slope.
• Improve existing sand boat ramp area by sinking a 12 ft wide Geoweb material into the sand and
mixing gravel into the sandy surface within the holes into the honeycomb structure of the Geoweb
to provide a small vessel boat ramp with minimal impact to the beach and substrate and to provide
a boat ramp with minimal Long term maintenance. Minor ripia~ ein~ l~'~ e ~ along the sides of
