PROJECT SUMMARY: The applicant proposes to construct 50 ft of new vinyl
bulkhead an average of 12 ft waterward of normal water level (NWL) and construct a
shoreside dock and a boatlift.

Project Setting
The proposed project is located at 114 Grenville St. in the town of Manteo in Dare County. The
property is located adjacent to a canal that leads to Shallowbag Bay. The size of the property
is approximately 5393 sq ft and is approximately 3 ft above NWL. There currently are no man
made structures on the property. The property is vegetated with typical yard grasses and pine
trees. There are no known sites of archaeological significance on the property.
The property has approximately 50 linear feet of shoreline and no delineated wetlands on the
site. The adjacent property to the west has a vinyl bulkhead and a single family residence and
the property to the south is currently undeveloped with a wooden bulkhead. The canal width in
the project area is 65 ft.
The canal and Shallowbag Bay are classified as SC in this area and are closed to shellfish
harvesting. The water depths at the shoreline are approximately 1 ft and at the proposed
bulkhead alignment approximately 3 ft.
Development Proposal
The applicant proposes to construct 50 linear feet of new vinyl bulkhead and fill behind the
proposed bulkhead. The proposed bulkhead alignment is at an average of 12 ft waterward of
NWL with a maximum distance of 15 ft from NWL. This bulkhead alignment is proposed at this
location to line up with the existing adjacent bulkheads to the east and west. The property has
experienced an excelerated erosion rate due to recent storms. The sand for the fill material
would be hauled in from an upland source. The applicant also proposes to construct a 6 ft. by
50 ft. shoreside dock that would extend 2 ft. over land and 4 ft. wide over water. Adjacent
to the dock the applicant proposes to construct a 12 ft. by 16 ft. boatlift. The proposed dock
and boatlift would extend out from NWL 16 ft.
Anticipated Impacts
The proposed project would result in the filling of 617 sq ft of Estuarine Waters Public Trust
Area of Environmental Concern (AEC) and 750 sq ft of Estuarine Shoreline AEC and also 22
cubic yards of fill material would be placed below NWL. The proposed dock and boatlift will
shade 100 sq. ft. of Estuarine Shoreline AEC and 392 sq. ft. of Estuarine Waters Public Trust
AEC. Temporary water turbidity would occur in the project area.

The project involves four components:

• filling of approx. 600 sq. ft. of waters located behind the bulkhead,
• 50' long and 6' wide dock, and
• 14' wide by 16' long boat lift.

The proposed bulkhead aligns with the existing adjacent bulkheads on the neighboring properties. The
cumulative impacts of the neighboring properties' bulkheads have contributed to the erosion on the
subject property.
The area that requires fill (located behind the proposed bulkhead) is approximately 600 sq.ft. of public
trust waters.
A 6' (six -foot) wide parallel dock 50' in length is proposed. This dock will align with the existing dock
on the neighboring property, 118 Grenville Street.
Additionally, a side -lift boatlift is proposed with the lift bunks not extending more than 14' into the canal
from the proposed dock. The lift will be 14' wide by 16' long. This lift will match the existing lift on the
neighboring property at 118 Grenville Street. The water depth in the area of the proposed lift is 3' or
greater in depth. There are no SAV's in the area.
I have attached several pictures of the subject property and the canal for review. The development
matches that of the adjacent properties and those on the canal.

would align the two neighboring bulkheads, and the approx. 600 sq.ft. behind the bulkhead would be
filled.
In closing, the entire shoreline of the canal is hardened minus this lot. The existing improvements form a
straight shoreline. Many of the properties have boatlifts. What the owner of 114 Grenville Street is
proposing matches the existing development patterns. Further, the property is located in a CAMA
designated "Urban Waterfront Zone ". It is a shame that 13 State and Federal agencies have to review this
application and that it will take up to 90 days for decision. Policy should be established so that proposed
developments such as this may be permitted more efficiently with a General Permit. I request that this

The aerial photo shows the subject property on the unnamed man -made canal that connects to Shallowbag Bay. The terminus of
.he canal is the engineered stormwater basin at HWY 24/264 located across from Chesley Mall. All of the properties with the
-_xception of the subject property have a hardened structure on the shoreline. All of the bulkheads on the creek form a straight line
:)n both banks. The owner's requested improvements match that of the other properties on the canal. The cumulative impacts of
:he LAMA permitted docks, lifts, and bulkheads on the neighboring properties have increased the erosion of the subject property.
