9. Narrative Descrintion:
An Environmental Assessment (EA) was completed and subinitted to the NC Division of Water
Resources for this proposa� A Finding of No Significant Impact (FONSI) was issued on January
l7, 2013.
The project is located adjacent to the Neuse River, at the end of Flanners Beach Road, off of NC Hwy
70, near Stately Pines, Craven County. This proposal includes multiple tracts. The 8-acre portion is
forested and undeveloped. The 10-acre tract is agricultural. The remainder of the project lies within
existing NCDOT and utility line easements. There is roughly 20' of estuarine shoreline on the
easement adj acent to the Neuse River. The Stately Pines subdivision is to the immediate west and the
Carolina Pines subdivision is to the immediate east of the proposed concentrate pipe location at the
shoreline.
The immediate offshore water depths in this area are —0.5' to -4.0 nlw deep. The subaqueous
substrate is firm and sandy without shell. It is not known if there is a cultural resource in the nearby
vicinity of the project area. This waterbody is approxunately 4 miles across at the most constrictive
point in the project area. These waters of the Neuse River are not classif'ied as a Primary Nursery
Area. There is no subrnerged aquatic vegetation present in the nearby vicinity of the project area.
This area is closed�to shellf'ish harvest and is classif'ied as SB; Sw, Nutrient Sensitive Waters. The
defined Federal Channel in this azea is approximately 1.5 miles north of this project site. The Neuse
River is a part of the Neuse River basin. ,
10. Pronosed Develoament:
The applicant proposes to construct a water treatment plant, eight raw water production wells, water
transmission lines, and a discharge diffuser into the Neuse River, at the end of Flanners Beach Road,
off of NC Hwy 70, near Stately Pines, Craven County. The purpose of this development is to provide
increased potable water production to meet future usage demands as the Craven County population
continues to grow.
The proposed water treatment plant will be constructed on a 10-acre upland site. This site will consist
of an administration building to support staff, a small series of buildings to chemically treat the well
water, and a finished water storage tank.
The proposed raw water production wells will be located entirely on high ground spread out over
eight different sites from Mill Dam Road north to Highway 70 West. These new wells will be
accessing the lower Castle Hayne Aquifer. This municipality is proposing to draw from the Castle
Hayne Aquifer in order to comply with the Central Coastal Plain Capacity Use Area regulations.
The proposed water transmission lines will connect transfer the raw water to the treatment plant.
Another transmission line will convey concentrate byproduct to discharge out into the Neuse River

through a diffuser located approximately 950' off shore, in -8' nwl deep. These transmission lines
will be installed via directional boring. The concentrate line that will connect to the diffuser will be
installed -42' below the surface of the river bottom for the majority of the 950' before resurfacing at
the diffuser connection.
The proposed diffuser will be 80' iong and 8' wide. The diffuser will be anchored and embedded in
stone. The diffuser pipe will be elevated approximately eighteen inches above the substrate, or -6.25'
below the nwl to the top of the diffuser. Warning signs and markers are proposed to warn boaters to
avoid the potential navigat�onal threat that this diffuser system poses. The purpose for the diffuser's
proposed location is to reach�the -8' nwl depth contour. This depth and distant location offshore into
the river will provide suff'icient water circulation to facilitate adequate dilution of the byproduct
entering the Neuse River. '
10. Anticiaated Impacts:
The proposed diffuser could pose a hazard to navigation. It will need to be adequately mazked for
daytune and nighttime mariners to avoid collision (i.e. boat anchors, shrimp trawls, etc.). The
concentrate byproduct will not be the same salinity as these receiving waters in the Neuse River.
However, the dilution modeling provided in the Environmental Assessment meets the NC Division
of Water Resources' standards and a FONSI was issued eazlier this year.
Approximately 10 acres of high ground will be disturbed as a result of this project. Wetland
disturbance is limited to the work corridor and only temporary during the construction period. The
proposed diffuser will impact 640 square feet of benthic habitat. Temporary, short-lived turbidity
associated with the installation of the diffuser within the Neuse River is anticipated.
There is not a known cultural resource in the nearby vicinity of the project area. Water depths
where the diffuser is proposed will be in the -8.0' nlw depth contour. These waters of t�e Neuse
River are not classified as a Primary Nursery Area. There is no submerged aquatic vegetation
present. This area is closed to shellfish harvest and is classif'ied as SB; Sw, Nutrient Sensitive
Waters. There is a defined Federal Channel 1.5 miles north of the proposed diffuser.

Craven County Potable Water Supply and Treatment Facilities
Craven County, NC
Introduction
In order to meet water demand projections for the area, Craven County is proposing to construct a 3-MGD water
treatment plant, 8 raw water production wells, approximately 30,000 LF of raw and finished water transmission
lines, and approximately 19,800 LF of concentrate line that will discharge via a new diffuser into the Neuse River.
The project area is located in �the eastem po�ion of the County between New Bem and Havelock. McKim and
Creed prepared an Environmental Assessment for the project and a FONSI was issued. Additionally, wetlands
and streams within the project area have been delineated by Land Management Group, !nc and subsequently
reviewed and approved by the US Army Corps of Engineers and NC Division of Water Quality.
Need for Project
In 2002 the Central Coastal Plain Capacity Use Area (CCPCUA) regulations were established to reduce existing .
groundwater withdrawals from the Cretaceous aquifer system in the Central Coastal Plain. Based on these
regulations it was required that withdrawals from the Cretaceous aqu'rfer system be reduced 25 percent every five
years over a 15-year period, equivalent to an overall withdrawal reduction of 75 percent in Cretaceous wells
located in the dewatering and saltwater encroachment zones of the Central Coastal Plain. Craven County is in
the CCPCUA.
Population projections and corresponding water demand projections predict that the Craven County finished water
average daily demand in 2018 will be 2.56 MGD. Therefore, if the County were to take no action to increase its
raw water supply beyond the current Black Creek and Pee Dee wells they would experience a raw water supply
shortfall of approximately 1.18 MGD.
Therefore, this project is needed to replace the water use reduction related to the CCPCUA rules and provide for
modest growth in the County. ����

Existing Conditions

The proposed project area consists of a 10-acre site for the Water Treatment Plant, eight one- acre wel si es�( ne
well site is located on WTP site), and approximately 27,000 tinear feet of 20'-wide utility corridor. The proposed
diffuser would discharge into the Neuse River. Waters in this vicinity are classified as 'SB', Swamp Waters (Sw),
and Nutrient Sensitive Waters (NSUI� by the North Carolina Environmental Management Commission.
The SB designation is given to tidal salt waters protected for all SC uses in addition to primary recreation. Primary
recreational activities include swimming, skin diving, water skiing, and similar uses involving human body contact
with water where such acfivities take place in an organized manner or on a frequent basis. NSW is a
supplemental classification intended for waters needing additional nutrient management due to being subject to
excessive growth of microscopic or macroscopic vegetation. Sw is a supplemental classification irrtended to
recognize those waters which have low velocities and other natural characteris6cs which are different from
adjacent streams. The Neuse River in this area is closed to shellfishing and open to pots.
The proposed water lines would cross several streams including Slocum Creek and Tucker Creek, which are
classified as SC, Sw, and NSW. The SC designa6on is given to all tidal salt waters protected for secondary
recreation such as fishing, boating, and other activities involving minimal skin contact; fish and nonoommercial
shellfish consumption; aquatic life propagation and survival; and wildlife.
Water depths in the vicinity of the proposed pipe and diffuser range from 0.0 ft MLW to - 8ft MLW (Appendix B.
Figure C311). According to the US Army Corps of Engineers, their navigation channel is located approximately
4000' from the shoreline in this area. However, it has not been surveyed in this section of the river (Figure 2).

Initially, Craven County will construct a new 3.0 MGD ground water treatment plant with finished water
storage designed to treat water from the Lower Castle Hayne aquifer. Raw water withdrawn from the
Lower Castle Hayne aquifer was found to contain moderately high levels of mineral hardness, moderately
high levels of dissolved iron, and moderate to high concentra6ons of dissolved organic material. Although
several different treatment technologies were evaluated in the engineering altematives analysis,
membrane softening (nanofiltration) was selected as the preferred solution because this technology
removes dissolved organic matter as well as iron and mineral hardness; thus allowing Craven County to
continue to utilize free residual chlorine as their primary disinfectant. Further, based on historical
experience with the Castle Hayne aquifer, it is anticipated that some parameters such as Total Organic
Carbon (TOC), iron, hydrogen sulfide and total dissolved salts will increase over time. Hence, selecting
membrane technology now will provide the County with flexibility to accommodate varying water quality in
the future.
The proposed CCWTP is located on a 10-acre parcel off of Mill Dam Road which is adjacent to US 70
(Figure 1). The site is currently in agricultural productioc►. The CCWTP site will be fenced and the
entrance wilt be provided with a motorized security gate with keypad and telephone.
The proposed project is anticipated to begin construction upon completion of the permitting process.
Construction of the initial 3.0 MGD treatment plant will disturb approximately five acres of land. However,

only approximately 0.76 acres of new impervious area will be added by the construction of the CCWTP
including the administration building, process equipment building, bulk chemical storage facility, chlorine
contact basin, ground water storage tank, and site paving (Appendix B; C-100). At least one stormwater
best management practice (BMP) will be incorporated into the treatment plant site to attenuate and treat
stormwater runoff. It is likely that this BMP will be a bioretention area or created wetland with controlled
discharge.
o Due to the proposed water needs of the project service area, an expansion of this facility, up to 5.0 MGD,
is an6cipated. Based on 20-year flow projections obtained from Craven County's existing seroice
population, population projection data, and the CAMA Core Land Use Plan (Holland Consulting Planners,
September 2008), a 5.0 MGD water treatment plant will be required to meet the 20-year needs of the
Gounty's service area.
o No impacts to jurisdictional areas are associated with the WTP site (Appendix A; WI-15)
Production Wells
o Based on the results of the Engineers Altematives Analyses presented in the Craven County Water
System Master Plan, constructing new raw water production wells in the lower reach of the Castle Hayne
aquifer was determined to be the most feasible and cost effective water supply altemative. The eastem
portion of the County between New Bem and Havelock was determined to be the best location for the
proposed well field. Two Castle Hayne test wells were constructed in the project area and sampled for
water quality. Preliminary yield testing reveals that Craven County would need to construct eight (8) new
Castle-Hayne wells as part of the proposed project which will provide sufficient water to meet the
County's projected demand until 2018.
o Although the County has purchased one acre of land per well site, only 25-30% of each site will be
disturbed. This disturbance includes clearing only the area required to install a gravel access road, drill
the production well, install the well head and appurtenances, construct a small well house (approximately
252 square feet), and secur� the cleared site via installation of a chain link security fence. Approximately
0.1 acres of new impervious area will be created at each new well site due to the well house and access
road. Due to the relatively small area of new impervious area, sheet flow and shallow swales will be
adequate to accomplish attenuation and treatment of storm water runoff from t�ese sites.
o Well SP2 will permanently impact 0.007 acre of RPW (Appendix A; WI-18). Additionally, temporary
impacts to wetlands and temporary and permanent impacts to a riparian buffer are needed for the
driveway into Well F65 (Appendix A; WI-21).

Water Transmission System & Potable Water Treatment Bv-Product Line (Ground Water ConcenVate Line)
o Approximately 21,500 linear feet (LF) of raw water transmission mains will be installed mostly along DOT
maintained roads in DOT rights-of-way. Assuming a 20 ft. width of disturbance, approximately 9.9 acres
of land will be disturbed by the installation of the raw water transmission mains. However, all of these
impacts will be temporary and construction related. Therefore, construction of the raw water transmission
mains will result in no new impenrious area.
o The proposed CCWTP will utilize a finished water transmission main to convey the treated water from the
new plant into Craven County's existing water distribu6on system. The proposed finished water
transmission main is approximately 8,030 LF and will be constructed mostly within existing public rights-
of-ways and along DOT maintained roads where possible. Assuming a 20 ft. width of disturbance,
approximately 3.7 acres of land wil{ be disturbed by the installation of the finished water main. However,
all of these impacts will be temporary construction related, and construction of the water main will result in
no new imperoious area.
o The proposed CCWTP will utilize a ground water concentrate line and diffuser to dispose of the treatment
plant by product (concentrate). The proposed concentrate line will be approximately 19,800 LF and will
be routed within existing public rights-of-way and along maintained roads where possible. Assuming a 20
ft. width corridor for consVuction, approximately 9.1 acres of land will be disturbed by the installation of
the concentrate line. However, all of these impacts will be temporary construction related, and
construction of the main will result in no new impervious area.
o The nanofiltration system has been designed based on a recovery of 70%. At the ultimate capacity of 5.0
MGD, 70% recovery will result in 2.14 MGD of concentrate. The recommended method of concentrate
disposa{ is to discharge via a new diffuser in the Neuse River.
o Pump around proce�ures will be utilized where impacts to a jurisdictional channel will occur to minimize
the risk of runoff and downstream sedimentation. The pump around will consist of placing coffer dams on
either side of the work area (or plug in upstream stormwater catch basin), installing a pump on the
upstream side of the upper coffer dam and pumping the ponded water around the work area with
discharge on the downstream side of the lower dam. The discharge will be filtered through a silt bag or
other device and the flow velocity will be dissipated prior to entering the downstream portion of the
channel. A detail has been attached showing a temporary storm water by-pass setup. The minimum
depth of cover below any stream channel will be a 24-inches as shown in the crossing detai{s (Appendix
B; D300).
o The utility lines will temporarily impact 0.21 acre of wetlands, 16 linear feet of stream, and 0.008 acre of
RPW. These temporary impacts wi11 be restored to pre-construction contours and seeded within a wetland
seed mix after the lines have been installed. The County plans to maintain the 20-ft wide easement for the
open cut section of the line from the Stately Pines RIIN to the point at which the line is drilled beneath the
ground. There is a valve on the line just upstream of the drill pipe that needs to be accessible.

Diffuser
o A Modeling Anatysis was completed fpr the proposed Nanofiltration discharge into the Neuse River
Estuary (May 2011) and updated in August of 2013. In addition, effluent toxicity and benthic analyses
were performed. The project will require a Groundwater Withdrawal Permit Modification from DWR to
withdraw water from the Castle Hayne aquifer and a National Pollutant Discharge Elimination System
(NPDES) permit from the North Carolina Division of Water Resources (DWR) for allowable surface water
discharge of the concentrate by-product. The NPDES permit applica6on has been submitted to DWR and
a draft permit has been forwarded to the EPA for their approval.
o The concentrate line and diffuser will be designed to discharge 1,486 GPM to the Neuse River. The
diffuser will be located perpendicular to the flow of the river and will be protected from sediment burial and
impact from flotsam. The diffuser has been designed such that flow restrictions in the channel by the
diffuser will be minimal.
o The concentrate force main will be horizontally directionally drilled beneath the Neuse River with
exposure in the channel bottom. The drill will be initiated from the land surface and exit in the channel
bottom. The HPDE pipeline will be assembled on barges in the river and will be pulled beneath the water
surface and back through the bore hole with the back reaming procedure until the pipe is fully installed
along the drill path. Following completion of the concentrate force main HDD, a diffuser assembly wifl be
installed subaqueous in the Neuse River and attached to the end of the concentrate force main. Divers
will sink the preassembled diffuser and secure the assembly to the concentrate force main. Wooden piles
will be driven into the river bottom for attaching the restraint system that will ho(d the diffuser assembly in
place. During installation of the diffuser assembly it is not anticipated that material on the bottom of the
river will be excavated and that the restraint blocking, rip-rap, and restraints will be installed on top of the
river bottom surface. The materials of the diffuser and the flotation prevention anchoring system is shown
in the diffuser detail provided in Appendix B(D301).
o General Construction Sequence for HDD:
• The Contractor will install erosion control measures (siit fence, tree protection fence,
temporary construc6on entrance) along the easement.
• The Contractor will clear the 20-foot wide easement from the Stately Pines Road right-of-way
to approximate station 513+50 and clear the temporary construction easement.
• The cleared easement will be used for temporary access and staging of the horizontat
directional drill (HDD) equipment.
• The HDD equipment will be mobilized to the site and set up within the cleared easement.
• The HDD instalfation wil( be initiated with the HDD drilling rig moving the drill string along then
intended drill path.
• The drill will be extended until the drill head exits in the river.
• The HDPE pipe (supported by barge and/or floatation) will be connected with a back reamer to
the drill string and pulled back through the drill path until the entire pipe is in place.
• Once the HPDE pipe is completely pulled through and exposed on the land side, the pipe will
be allowed to relax for a few days.

• The HPDE pipe will be connected to the open cut PVC pipe via transition couplings and the
open cut pipe will be installed from the transition coupling to the Stately Pines Road right-of-
way.
• After the HDPE and PVC pipe has been backfill and tested, the disturbed area will be retumed
to the original pre-construction contours.
• Wetland areas will be seeded with the approved wetland seeding mix approved in the CAMA
and USACE permits. All upland areas will be seeded with the appropriate seeding mix per the
approved plans and specifica6ons.
• The seeded areas will be monitored for a period after the seeding occurs to ensure that the
vegetation has established and the ground is stabilized.
o The 18" HDPE concentrate line would extend perpendicular into the Neuse River via directional drill and
would be at a-42' depth below river bottom before surfacing 800 feet from the shorefine. This fength is
needed to reach water depths of 8'. The dimensions of the diffuser would be 80' (length) x 8' (width) x 2.5'
(height) and would consist of a concrete base and collar, rip rap, and timber pilings (Appendix B; D301).
The width of the Neuse River is approximately 3.8 miles in this area and the ACOE Navigation Channel is
located approximately 4,000' from the shoreline (Figure 2). Since water depths at the diffuser will be -8'
NWL, the 2.5' high sVucture will leave 5.5' of water clearance for boaters. Naviga6on markers will be
installed at the diffuser to notify boaters of the structure. These signs will be based on US Coast Guard
requirements and approved under the USCG Form 2554. The waming signage should provide caution to
boaters in this area and deter use of anchors around the diffuser location. Additionally, the diffuser piping
will be embedded in stone and there should not be adequate void space beneath for anchorage to occur.
o A temporary wetland impact of 0.15 acre is needed for a staging area at the entry point of the directional
drill (Appendix A; WI-10). This temporary impact will be restored to pre-construction contours and seeded
within a wetland seed mix after the directional drill has been completed. The diffuser would permanently

o Any commercial fishing permitted in this area will likely be limited to minor operations. With proper
waming signage and the small footprint of the diffuser (80' x 8'), commercial fishing should not be
impacted.
o The water being diffused will be groundwater that has been partially treated and disposed of as
concentrate waste from the nanofiltration water treatment plant. The water quality of the waste stream
should not have any nega6ve impacts to the public. Modeling of the proposed diffused flow has been
performed, along with pilot plant toxicity tes6ng and a copy of these reports is provided (Appendix D). The
results of these reports indicate no negative impact to the public.

Craven County currently has a total of ten raw water production wells located at five sites within the northwest portion of the
county. Each of these weii sites has two water suppty wells, one drawing from the Bladc Creek aquifer and the other drawing
from the Pee Dee aquffer.

The project is needed to replace the water use reduction related to the Central Coastal Plain Capacity Use Area (CCPCUA)
regutations and to provide for modest growth in the County. The CCPCUA was established to reduce existing groundwater
withdrawals from the Cretaceous aquifer system in the Central Coastal Plain. Based on these regulations it was required
that withdrawals from the Cretaceous aquifer system be reduced 25 percent every five years over a 15-year period,
equivalent to an overall withdrawal reduction of 75 percent in Cretaoeous wells located in the dewatering and saltwater
encroachment zones of the Central Coastal Plain. Craven County is located within the CCPCUA.
Population projedions and corresponding water demand projections p�dict that the Craven County firtished water average
daily demand in 2018 will be 2.56 MGD. Therefore, if the County were to take no action to increase its raw water supply
beyond the cuRent Black Creek and Pee Dee wells they would experience a raw water supply shortfall of appro�timately 1.18
MGD.
c. Describe the proposed construdion methodology, types of construction equipment to be used during construdion, the number of each type
of equipment and where it is to be stored.
ConstrucGon methods for the project inGude open cut excavation for foundations, structures, and utility lines as well as
trenchless methods including horizontal auger boring (bore and jadc) and horizontal directional drilling (HDD) for some of the
utility lines. Equipment will include Nbber tire and tradc mounted excavators, bulldozers, graders, HDD rigs and ancillary
equipment, and compadion machinery. During the project, equipment will be stored in uplands within the project area.

Craven County proposes to construct a 3-MGD water treatment plant, 8 raw water production wells, appro�amately 30,000 LF
of raw and finished water transmission lines, and 19,800 LF of concentrate line that will discharge via a new diffuser into the
