MCCRORY Antho�ryTata CiOVERNOR SECRETARI' December 20, 2013 Dear Regulatoty Agencies, The North Carolina Departnlent of Transportation is requesting a modification to the per�nits for the Bonner Bridge Scoui� repair at Bent 166. After fiu-ther consideration and developing inforination, NCDOT has adjusted the footprint of the A-jacks and sandbag configui�ation. This adjushnent will attempt to prevent further scour issues that may occur within this problem area. The attached permits show the new con�gw-ation of A jacks/sandbags around Bent 166 and the addition of inlet floor scour �nats/sandbags between Beuts 162 and 166. Tlle scour mats and sand bags placed between 162 and l65 will lie betwee�� the existing A-jacks that cw�rently parallel the bridge on either side. The addition of these mats and sandbags will provide additional protection against future scour. The modified A jack/sandbag an•a��gement and additional inlet flooi• protectio�l increases the impacted fooiprint. The new total impact area from the A- jacks is 2,814 sq. ft. and the total impacts from the saudbags are 2,334 sq. ft. The scour protection �nats (between 162-166) will i�npact 5,688 sq. fi. of the inlet floor. These three measures total an inlet floor impact of 10,836 sq. feet (0.24 acres). The scow� protection inats will be similar in structure to the gabion mats that have been previously placed around the Bonner Bridge bents. They will consist of individual mats, secured together to create a uniform bed of scour protection arouud the bents. They will lie on the e�istiug inlet floor and not extend about 20 inches. As in previous gabion mat projects, we anticipate these mats to collect sand and be covered within a few weeks of installation. NCDOT �vill commit to all the pi•evious permit conditions and will continue to cotnply with fhe permits as they are modified for the proposed scour prevention from Bent 162 - bent 166. We appreciate any efforts and coordination that can take place to help DOT ineet tliese deadlines, and respond to this emergency maintenance repair.
