No: STP-1142(11) Funding: ❑ State ® Federal Federal Permit Required? ❑ Yes ® No Permit Type: na Project Description: The North Carolina Department of Transportation(NCDOT)intends to improve NC 125/SR 1142,Prison Camp Road from its intersection with NC 903 to SR 1182,East College Road southwest of Williamston. Currently,the proposed improvements to Prison Camp Road include widening the road into a facility with two 12-foot lanes and eight-foot shoulders between NC 903 and SR 1141,Allen Williams Road. This section of highway will also include a number of realignments to improve curvature. From SR 1141 to SR 1182,East College Road, a three-lane facility with 12-foot lanes, a curb-and-gutter cross section, and 10-foot berm behind the curb, is proposed. For the purposes of the archaeological investigations, an area of potential effects(APE)was established based on the proposed right-of-way(ROW). This most- current APE encompasses of area of approximately 137.8 acres(nearly 55.77 hectares). SUMMARY OF ARCHAEOLOGICAL FINDINGS The North Carolina Department of Transportation (NCDOT)Archaeology Group reviewed the subject project and determined: X There are no National Register listed or eligible ARCHAEOLOGICAL SITES present within the project's area of potential effects. (Attach any notes or documents as needed) No subsurface archaeological investigations were required for this project. Subsurface investigations did not reveal the presence of any archaeological resources. Subsurface investigations did not reveal the presence of any archaeological resources considered eligible for the National Register. All identified archaeological sites located within the APE have been considered and all compliance for archaeological resources with Section 106 of the National Historic Preservation Act and GS 121-12(a) has been completed for this project. SUPPORT DOCUMENTATION See attached: Fl Map(s) Previous Survey Info X Photos Correspondence Signed: August 18, 2017 NCDOT ARCHAEOLOGIST Date "NO NATIONAL REGISTER ELIGIBLE OR LISTED ARCHAEOLOGICAL SITES PRESENT" form for the Amended Minor Transportation Projects as Qualified in the 2007 Programmatic Agreement. 1 of 25 Project Tracking No.: 15-02-0014 Brief description of review activities, results of review, and conclusions: At the time of the initial request for archaeological input,no preliminary designs had been developed,but the project was described as a road-widening between NC 903 and SR 1182 with proposed ROW that would vary between 60 and 80 feet. Since the project was described as being 16.1 miles in length,it was easy enough to set an initial APE for the purposes of the archaeological review at 80 feet over 16.1 miles; an APE that would encompass 156.12 acres. An Archaeological Survey Required form was produced on March 9,2015. Further archaeological investigation was postponed until preliminary design was made available in the anticipation that areas requiring additional archaeological scrutiny would be limited outside the existing 60-foot ROW. When the preliminary designs were made available to the Archaeology Group on June 19, 2017,the scope of the project was found to be the one described above(under Project Description). It was also found that the length of the section of Prison Camp Road slated for improvement was estimated to be only about 9.6 miles(nearly 15.51 kilometers) long. Thus the project was discovered to be much shorter than initially estimated,but included a larger footprint. Additionally, it was made clear that the replacement of Bridge No. 53 on NC 125 over Collie Creek was to be a separate project, although it appears that the approaches to that bridge replacement would, at least in part,be covered under the R-4705 design. The replacement of bridge No. 53, defined as TIP Project No. B-5503 (PA No. 15-03-0021),was reviewed by NCDOT archaeologist, Scott Halvorsen,on March 12,2015. Halvorsen,who understood the project to include replacing the existing structure in the same place and alignment, established his APE for that project as a corridor 1400 feet long and 150 feet wide, centered on the existing structure. He recommended no further archaeological investigations in that area. While Halvorsen's APE was intended to describe a bridge replacement on the same alignment, it appears to be wide enough to largely cover the realigned bridge that is proposed. On June 20,2017,a reconnaissance investigation was undertaken by NCDOT archaeologists Shane Petersen and Brian Overton. One of the core objectives of this archaeological reconnaissance was to examine the proposed ROW in relation to known historic resources. Two resources in particular were of immediate concern: the Mobley Cemetery and the Stalls Cemetery,both located immediately adjacent ROW for Prison Camp Road. Both of these cemeteries were recorded as archaeological resources and boundaries of the cemetery were recorded via GPS. The Mobley Cemetery was recorded as archaeological site 31MT210**. This cemetery includes interments for at least 18 individuals aged from newborn to 84 years old. Interments date between 1930 and 1973. Family surnames appearing in the Mobley Cemetery include: Cullipher,Mobley,Phelps, Rawls,Rodgers,White,Whitehurst, and Wynn. The site boundary for the Mobley Cemetery corresponds roughly to the tax parcel for the cemetery,but interments appear to be located over 21 feet from the existing edge of pavement. This site is not considered to be eligible for the National Register of Historic Places(NRHP),but would be subject to North Carolina General Statue(NCGS) 65 if earth-disturbing activities were to encroach upon the location of any interments. Based on preliminary designs,which depict a reduced proposed ROW at that location,and field observations,impacts to the cemetery are not anticipated. The Stalls Cemetery is located near the intersection of Ed's Grocery Store Road, SR 1106, and Prison Camp Road. This cemetery was recorded as site 31 MT211** and the site boundaries were recorded via GPS in dimensions that correspond favorably to those documented for the tax parcel; although no interments were observed within 28 feet of the edge of existing pavement. More than twelve interments are located in the Stalls Cemetery ranging in date from 1902 to the 1980s. Individuals buried in the Stalls Cemetery ranged 18 and 80 at the time of death. Family surnames included in the Stalls Cemetery include: Bryant, Cassell, Griffin,Keel,Peel, and Stalls. Like the Mobley Cemetery,this cemetery is also not considered to be eligible for the NRHP but would be subject to NCGS 65 if earth-disturbing activities were to encroach upon the location of any interments. Based on preliminary designs,which depict a "NO NATIONAL REGISTER ELIGIBLE OR LISTED ARCHAEOLOGICAL SITES PRESENT" form for the Amended Minor Transportation Projects as Qualified in the 2007 Programmatic Agreement. 2 of 25 Project Tracking No.: 15-02-0014 reduced proposed ROW at that location, and field observations,impacts to the cemetery are not anticipated. A third cemetery is depicted adjacent NC 125 and the North Carolina Department of Corrections property,opposite Shadow Lane. This location is currently occupied by a garage associated with the Martin County Board of Education; no markers are present on the site at the mapped location. In addition to delineating and evaluating potential impact to cemeteries along the project corridor,the reconnaissance survey examined potential impacts to previously recorded historic properties along the length of the project that might include archaeological components. Many of the recorded historic properties were determined not to be NRHP eligible(Anderson et al. 2015). Two particular properties of concern were the Bowen Farm(MT0626)and the John Brown House/Jackie Brown Spring House (MT0032) since their property boundaries fall adjacent the proposed APE. A visual inspection of those areas allowed for the determination that NRHP eligible archaeological components are unlikely to be impacted by the project. Additionally, a visual examination was made of the H. A. Bowden Tenant Farm House(MT1201)property to the south of Prison Camp Road. While this property was recommended as not eligible for the NRHP as an architectural resource(Anderson et al 2015: 66-70),the site may also represent an archaeological resource that has not been identified or assessed. Based on the visual inspection of the proposed APE in this area it was determined that the property undoubtedly includes an archaeological component,but that the proposed project is very unlikely to impact an NRHP-eligible archaeological resource between SR 1142 and the tenant house. As noted in the Archaeological Survey Required form,no previous archaeological investigations overlapped the proposed APE at the time of the review(in particular the APE as defined originally in 2015). However,a deeper examination of archaeological surveys in Martin County, in the vicinity of Prison Camp Road provides greater perspective on the potential for archaeological resources in the wider revised APE. One of the most applicable examples of this comes from the survey for US 64 between Robersonville and Williamston(Hargrove 1989). That archaeological survey recorded 85 archaeological sites within a survey area estimated at about 3000 acres. With the exception of a site with Woodland Period and Colonial artifacts (31MT95)and the Moore Plantation site(31MT144),all of these sites seem to have been disturbed by plowing or represent fairly sparse scatters of material. Hargrove found none of those sites to be archaeologically significant except for 31MT95 and 31MT144**,which was later evaluated and found to lack the ability to convey significance (Joy 1994). Additional perspective can be gleaned from the survey of a recreational facility location resulting from impacts to a ballpark from the improvements to US 64(Overton 2002). This survey included intensive subsurface investigation immediately to the southeast of the current project area(between Tyner Road and Prison Camp Road). No archaeological resources were identified in that area. It should also be noted that the archaeological review for proposed improvements to SR 1170 from Prison Camp Road along its entire length,was determined not to require a survey by Halvorsen(PA No. 15-09-0019); although that project had no federal involvements that would necessitate further investigations. A review of early twentieth century mapping for the area reveals a situation very much like that described in the architectural evaluation report: "...a historic roadway that has seen little modern development..." (Anderson et al. 2015: 66). The rural postal routes map from 1919,the 1928 Martin County soil map, and the 1939 Martin County highway map all depict a roadway that appears to largely correspond to its current alignment and is flanked with farmsteads along much of its length (http://dc.lib.unc.edu/cdm/search/collection/ncmap s/searchterm/Martin%20County/field/spatia/mode/exac t/conn/and/order/date!title/ad/asc/cosuppress/0). Based on these factors and sample survey methodology was developed that focused on areas of high probability for archaeological resources in places with a high degree of surface visibility(generally agricultural fields). In his archaeological survey to the north of the current project area,Hargrove (1989:3-5) found that Goldsboro fine sandy loam,Bonneau loamy sand,and Norfolk loamy find sand, well-drained upland soils,were the most likely to exhibit archaeological resources(in this case, 57 out of "NO NATIONAL REGISTER ELIGIBLE OR LISTED ARCHAEOLOGICAL SITES PRESENT" form for the Amended Minor Transportation Projects as Qualified in the 2007 Programmatic Agreement. 3 of 25 Project Tracking No.: 15-02-0014 85 sites). Based on Hargrove's research,well-drained lowland soils,Altavista fine sandy loam and Conetoe loamy sand,were also considered to possess a higher probability for archaeological resources(in Hargrove's survey an additional seven sites out of 85). Lautzenheiser's(1989: 34) archaeological survey to the west along US 64 resulted in similar preferences. Based on GIS mapping of soil types identified by Hargrove and Lautzenheiser as having a higher probability for archaeological resources as those areas intersected the boundaries for the proposed APE, 14 areas were selected for intensive surface examinations. These areas were estimated to encompass 6.9 acres(roughly 2.79 hectares) of the proposed APE outside portions of the APE that had already been significantly disturbed by transportation, commercial, and residential development. Only Goldsboro fine sandy loam, 0 to 2 percent slopes (GoA), and Norfolk loamy fine sand,2 to 2 percent slopes (NoA), soil types were represented in the APE. On July 14, 2017, each of these 14 areas was subjected to an intensive surface examination by NCDOT staff archaeologists, Shane Petersen and Brian Overton. The majority of these areas had been plowed a few months earlier and were in crops (i.e. soybeans,peas,peanuts, cotton). Over the previous few weeks, heavy rains had moved through the areas periodically. Together,these conditions led to very high surface visibility in the vast majority of the sample survey areas. All examined areas exhibited a relatively high degree of recent modern trash,which was to be expected within such close proximity to the transportation facility. In addition to the two cemeteries previously mentioned,three archaeological resources were recorded through intensive surface examination. The first of these archaeological resources was actually identified during the June 20th reconnaissance survey,but utilizing the same methodology within an area that fell within the parameters of the sample survey selection. Site 31MY207** was recorded in the agricultural field opposite the Mobley Cemetery towards the eastern end of the agricultural field(relatively close to the farm road and modern residence east of the sample survey area). This small scatter of artifacts included a shard of clear bottle glass, a piece of slate, and a very small sherd of whiteware. The bottle glass is undoubtedly modern and it is unclear if the piece of slate reflects any sort of prehistoric activity; the material isn't ideal for tool use,but is unusual in that almost no other rocks were observed. In any case,the site does not appear to be archaeologically significant and is not considered to be NRHP-eligible. Site 31MT208** was identified in a small agricultural field north of Prison Camp Road between its intersections with SR 1170,Dallas Mobley Road, and with SR 1131,Roberson Chapel Road. As was observed in many other parts of the survey areas, a diffuse scatter of modern bottle glass was distributed along with the expected amount of modern trash along the roadside. Towards the center of the plowed field,however, a scatter of whiteware representing a handful of different vessels was observed. In addition to this scatter, a few modern brick fragments were observed. No structure is depicted on historic maps of the area prior to 1938; although two structures are depicted in the general vicinity on the 1938 Martin County Highway Map. In any case,the scatter is fairly diffuse and the assemblage seems to lack the kind of diversity of material that would suggest an intact archaeological representation that would convey its significance. Site 31MT208** is not considered to be NRHP-eligible. The isolated find recorded as site 31MT209** was recovered from an area just outside the sample survey area, in an agricultural field immediately adjacent the NRHP-eligible Wynne Homeplace. This single sherd of stoneware is undoubtedly related to the house occupation itself,but as an archaeological expression is severely limited. As an individual resource, site 31MT209** is not considered to be eligible for the NRHP.
