Highland Creek Subdivision (Phases 2 & 4) is currently under construction and was issued a 401 Water Quality Certification and Authorization Certificate per the Neuse River Buffer Protection Rules on March 6, 2006 (DWQ Project # OS-1882). In addition, approval of the Stormwater Management Plan for Highland Creek Subdivision (Phases 2 & 4) was issued on July 2, 2007 (DWQ Project # EXP OS-1882v4). Ori ig Wally the sanitary sewer line servicing Phases 2 and 4 was located to the north of the phases. It has been determined that the original location was not feasible due to topographic constraints. Therefore, a sanitary sewer line is proposed to cross Louisburg Road (SR 401) and Lowell Ridge Road located to the south of the subdivision. The sanitary sewer line will terminate at an existin sanitary sewer easement located south of Louisburg Road. The proposed sanitary sewer line will be an fl- inch ductile iron pipe and will cross a buffered unnamed tributary~Stream Feature "A") to the Neuse River at a 94-de r~gle. The proposed sanitary sewer line will be an aerial crossing as it traverses Stream Feature "A"with pipe supports constructed outside the top-of--bank of the stream. We are requesting Riparian Buffer Approval for impacts associated with Neuse River Buffers. Please attach a map of site location using USGS 1:24,000 map and county soil survey. Location of project site -please include reference to the county, nearest name town and highway number: The proposed sanitary sewer line is located south of the Highland Creek Subdivision at the intersection of Louisbure Road (SR 401) and Lowell Ridge Road, south of the Rolesville, Wake County North Carolina. Proposed impacts: Acres of 404/401 wetlands Acres of isolated wetlands Linear feet of streams Linear feet of isolated streams 2,000-sq.ft. Yes, I attended the Intermittent and Perennial Stream Identification For Riparian Buffer Rules sponsored by Department of Forestry and Environmental Resources North Carolina State University Stormwater and Wetlands Unit North Carolina Division of Water Quality on December 11 - 14 2006. Has any DWQ staff visited the site?}_es, if yes, please provide DWQ staff name, Lauren Cobb Witherspoon and date of visit: A buffer determination was issued on Julv 25, 2007 (DWQ # 07-140 attached Which other environmental permits from other agencies will be needed for this project?
