Historically the site served as part of an old army base. Today, the site is mostly wooded and undeveloped. Approximately
44,700 square feet of asphalt roads still remain within the property boundaries (see Appendix D).

Based on the wetland feature bisects the property from east to west, and from property boundary to property boundary, avoidance is
not possible. However, the impact has been limited to a single road crossing.

Strict sediment and erosion control and stormwater measures will be in place prior to beginning work associated with the feature. This
will ensure that the adjacent unnamed tributary will be protected from sediment and pollutant filled stormwater runoff from the site.

Compensatory mitigation is not being proposed with this permit application. The feature exhibits poor functional value. Therefore, the
