ECS identified five jurisdictional tributaries traversing the site and a jurisdictional wetland area on the northwest portion of the site. Our client, Strata Solar Development, LLC, reduced the project footprint to 40 acres and excluded two jurisdictional tributaries and the jurisdictional wetland area from the project footprint. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The proposed road crossings are located at four locations along the jurisdictional tributary on the central portion of the site. These road crossing are critical to provide access during construction and for maintenance of the solar farm after construction. Other wetland impacts were avoided. 2.
