NC (SAW-2021-02405) PCN application questions DWR20211635 Date: Monday, December 20, 2021 10:13:00 AM Good morning Dana, Based on The USACE's email dated 12/15/2021 and the requirements of the Rules found in 15A NCAC 02H .0505 (b) The Division shall issue an individual certification or a "Certificate of Coverage" under a general certification upon determining that the proposed activity will comply with state water quality standards, which includes designated uses, numeric criteria, narrative criteria and the state's antidegradation policy, as defined in the rules of 15A NCAC 02B .0200 and the rules of 15A NCAC 02L .0100 and .0200. In assessing whether the proposed activity will comply with water quality standards, the Division shall evaluate if the proposed activity: 1. has avoided and minimized impacts to surface waters and wetlands to ensure any remaining surface waters or wetlands, and any surface waters or wetlands downstream, continue to support existing uses during and after project completion; The DWR has additional questions regarding the proposed development associated with project #20211635 and has determined that additional information will be necessary to complete the review of your permit application. The application is on hold until all of the following information has been received by our office. Please revise your application in accordance with the recommendations of the resource agencies. Dana, I hope you're doing well. I've finally had a chance to review the plans for the proposed project at 4201 Barnes bluff Drive in Southport, NC USACE Project ID: SAW-2021-02405 See comments below: -1 agree with Holly's review of the proposed house layout. It appears that the house can be moved closer to the road. There's room to move everything closer to the 20' front building setback line. This would reduce the wetland impacts for the corner of the house and the maintenance/ work area around the house. -The proposed retaining wall and wetland line are kinda wonky, Is the retaining wall only going to be constructed for the side along the wetlands? With this kind of construction there is a good chance that erosion could occur where the retaining wall ends, with sediment making its way into the wetlands. -1 guess that is a proposed deck on the back of the house? While the deck might not actually be an impact (if constructed high enough over the wetland with spacing) If the entire house pad is moved forward the deck could probably be constructed entirely out of the wetland? While these are minimal impacts, due to the quality of the adjacent waters we still request that you and your applicant try to avoid and minimize as much as possible. Thanks, Respectfully, Gary
